Minimum Qualifications

This position is funded by a 4-year grant which will expire on September 30, 2026.

High school degree or college preferred. Administration of drug tests to participants. Certified to administer standard drug tests and drug patch test. At least nine (9) years law enforcement experience, with experience in dealing with a population of substance abuse, and mental health.

Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Certificates and Licenses Required
Must have or obtain by date of hire Texas driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.

Must possess and maintain a peace officer license under Chapter 1701, Occupations Code, from the Texas Commission on Law Enforcement;

Typical Duties

Participates in all assigned specialty Court meetings as required;

Relieves the judge from non-judicial administrative tasks in monitoring the caseload plus in addition provides for the security of the courtroom surveillance, transporting defendants to and from the courtroom, delivering defendants to the jail, as well as other assigned duties;

Performs home visits, to include participant's work place and their surroundings;

Interacts with household members of place participants reside;

Conducts random searches of participant's homes, vehicle, or immediate surroundings, to include random searches of alcohol, drugs, and photography of living conditions;

Coordinates drug testing protocol and conducts drug testing on male/female participants of the program;

Conduct BA's, UA's checks on clients and administer drug testing on clients;

Monitors the caseload plus in addition provides for the security of the courtroom surveillance;

Informs the team of a participant's progress/problems in the program;

Assists assigned specialty Court surveillance team to ensure that participants are abiding by the conditions set forth during nontraditional hours;

Assists surveillance team in developing schedules, protocols, and obtaining information on participants;

Transports assigned specialty Court participants to and from court, county detention facilities, residential placements and other treatment sites;

Collects and maintains various reports;

Keeps program manuals updated;

Makes appropriate referrals for assistance;

Provides input in developing grants and other funds for the program;

Responsible for the assigned specialty Court vehicle to insure proper maintenance, gas card, and all records relating thereto;

Maintain required training hours to maintain certification or urinalysis testing and drug patch testing;

Books participants into jail when needed;

Takes telephone calls from assigned specialty Court participants and relate any information to the judge, assigned specialty Court team, and surveillance team;

Makes arrangements with the jail to transport assigned specialty court participants who are in jail at the time of their required presence in assigned specialty Court;

Maintains courtroom security during assigned specialty court session;

Coordinates the availability of the courtroom and visiting judges when needed;

Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and

Creates a high quality work culture through participation and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.

Other Important Duties*
Performs such other related duties as may be assigned.

Be available to work beyond non-traditional hours or workweek to include County approved holidays hours as necessary.

As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.


Job Summary

The Compliance Officer will secure the well-being of participants and the community. The incumbent conducts BA's, UA's checks on clients, administer drug patches on clients (individual needs to be certified), and enforces the law.

Additional Information

Knowledge of: Microsoft Word and WordPerfect for windows, court docketing, JIMS. Extensive knowledge or demonstrated ability to learn statutes, rules and procedures governing administration of court processes and services. Must be organized, detail-oriented, and accurate.

Skill/Ability to: Must have strong interpersonal and communication skills. Must be able to work under pressure and be able to prioritize tasks and meet deadline. HOLIDAYS
16 holidays per year as recognized.
VACATION
Accruals are credited on a biweekly basis and available for use as it is accrued after 6 months of continuous service. Year to year carry-over accruals are limited to twice the employee's annual rate. Part-time employees accrue vacation at half the rate of full-time employees.
10 days (1 through less than 5 years of service)
15 days (5 through less than 15 years of service)
20 days (15 years of service or over)
SICK LEAVE
Accruals are credited on a biweekly basis and available for use as it is accrued after 3 months of full time service. Employees accrue 15 days of sick leave per year.
MISCELLANEOUS PAID LEAVES
Military Leave – 15 days of paid leave per fiscal year for active military service
Bereavement Leave – 3 days of paid leave for the death of an immediate family members and 4 hours for other family members and friends.

RETIREMENT
Retirement benefits are provided by the Texas County and District Retirement Fund (TCDRS). Regular employees become a member of TCDRS upon hire. All regular employees are required to contribute 7% to the retirement fund and the County matches 250% upon eligible retirements.

DEFERRED COMPENSATION
Employees may defer earnings, on a pre-tax basis, into a 457 deferred compensation program. This is an optional program.

LIFE INSURANCE
Full-time County employees are provided a basic life insurance benefit of $10,000 life insurance at no cost. Supplemental coverage is available for additional fees.

LONG-TERM DISABILITY
The Long-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period above 90 days.

SHORT-TERM DISABILITY
The Short-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period shorter than 90 days.

RETIREE HEALTH INSURANCE
Employees who retire from the County are eligible to continue Health Insurance at the rate set by the El Paso County Risk Pool Board.

EMPLOYEE ASSISTANCE PROGRAM
Employees are enrolled in an Employee Assistance Program that provides a variety of counseling services.

SECTION 125 MEDICAL & DEPENDENT CARE PROGRAM
The section 125 program is optional for employees and provides a method to pay medical and dependent care expenses on a pre-tax basis.

HEALTHY LIFESTYLE REIMBURSEMENT
Reimbursement of $15 per month for 6 months of continuous gym usage.

EDUCATIONAL ASSISTANCE PROGRAM (EdAP)
Reimbursement up to $2000 per calendar year for eligible education expenses.

EMPLOYEE FITNESS AND WELLNESS CENTER
The Employee Fitness and Wellness Center opened in October 2021 at the County Courthouse. The cost is $5 per employee per month.
