This is professional accounting work supervising an agency accounting program of moderate scope and complexity or supervising a major section of a large accounting program. The primary duty of the employee in the position allocated to this class is to spend a major portion of the time communicating with, motivating, training, and evaluating employees, planning and directing their work; and having the authority to hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward or discipline subordinate employees or to effectively recommend such actions.
Your Specific Responsibilities:
This is a highly responsible position managing the administrative services of the Baker County Health Department. This position reports to the County Health Department Administrator, position # 64069492 and serves as the Business Manager, providing oversight of the following administrative service areas, Finance & Accounting, Budget Services, General Services, Vital Statistics, and Facilities. This position plans, organizes, directs, and coordinates the complex and broad administrative functions of the health department. The incumbent will exercise independent judgment in formulating and/or assisting in the formulation of policies and procedures which have impact on fiscal and administrative functions, the preparation and implementation of budgets and all fiscal operations. Coordinates with senior managers and program managers to assist in the overall operations and management of the Health Department.
Responsible for the supervision of staff Including appraisals, planning and directing their work, approving leave, having the authority for hiring, and taking disciplinary action or effectively recommending such actions.
Supervises direct reports including motivating, training, providing guidance, and direction. Develops expectations and meets with staff regularly to discuss performance, complete performance reviews, and discipline action, if needed. Maintains leave and work schedules to ensure proper coverage and completes timesheets. Ensures all staff complete required training and are offered additional training for workforce development.
Reviews regulatory policy directives and formulates policies and procedures for implementation of such policies that relate to the management of the business operations of the Baker County Health Department. Independently reviews and recommends changes as necessary and directs administrative matters concerning these areas. Complies with and monitors compliance of the mandatory requirements in Section 215.422, F.S. and Chapter 3A-20 of the Florida Administrative Code (F.A.C.)
Investigates and defines problems in operations/management and assists the County Health Department Administrator in formulating and implementing resolutions to these problems. Consults with attorneys concerning legal matters involving the health department and represents the County Health Department Administrator at official meetings, conferences, and other public activities when requested. Ensures procedural and operating manuals are current. Performs internal audits on all financial programs at the Baker County Health Department to ensure proper checks and balances exist for internal control.
Monitors the preparation of annual budgets by each department/program, works to coordinate the strategic plan with the annual budget, assists in the presentation of the final budget to County and State officials, designs and/or approves methods of budget control and fund accounting; directs the preparation of periodic financial reports for the County, State and other funders. Ensures that all reports are valid and reflect a true and accurate financial position statement. Interprets financial data, performs financial and trend analysis and prepares recommendations and reports for administrative and operating management personnel.
Assists in the development of long- and short-range plans for the health department including projected needs in revenue, budget and facilities and directs implementation and maintenance of a quality assurance system for administrative services.
Leads in the development of the Annual Core Contract with the County and creates monthly records. Leads the development of the Annual Medicaid Cost Reimbursement Report.
Under authority delegated from the Administrator, approves the purchase of capital equipment items and those medical and office supplies included in the health department’s operating budget. Oversees the preparation of bid specifications and the establishment of vendor files.
Performs other related work as required.
Required Knowledge, Skills, and Abilities:
- Knowledge of or the ability to learn FIRS, FLAIR, AOD, EQUOTES, Office 2010, computers, copiers, HMS, FMMIS, People First.
- Knowledge of accounting principles, practices, and procedures.
- Knowledge of the methods of data collection.

Qualifications:
Minimum-
- Do you have verifiable supervisory experience?
- Do you have verifiable Accounts Payable and Receivable, Billing and Purchasing experience?
- Do you have verifiable experience developing and conducting trainings?
- Do you have verifiable experience in budget development, monitoring and management?
- Florida Department of Health is required to work before during and or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs shelter or performing other emergency duties including but not limited to, response to or threats involving any disaster or threat of disaster man-made or natural. Preferred
