This position is located in the Auditor-Treasurer Office.

Winona County is accepting applications for this position until 4:00 p.m. January 11, 2023; however preference will be given to those that apply by 4:00 p.m. December 28, 2022.

This position starts at $21.99/hour (DOQ) with advancement up to $28.92/hour (2022 wages).

Characteristics of Class:
Under general supervision, an employee in this class not only utilizes a high level of clerical and mathematical skills but may be responsible for a departmental program or unit involving complex fiscal record keeping and reports, real estate tax system knowledge, tax collection and posting of tax statements, and assistance in State and Federal elections. Knowledge of and the ability to carry out administrative details are of prime importance. Work is carried out in an office setting.


Supervisory Controls:
Work is reviewed by supervisor at regular intervals during progress and upon completion of projects. Individuals working in this class are guided in their tasks by manuals, office directives, and supervision. They function within these guidelines, utilizing independent judgment in routine assignments. Errors could be costly in terms of time, public relations or money, and frequently cause errors in work of others. This position requires planning, scheduling, training, reviewing, and communicating with others.

Examples of Duties:

  • Reconcile journals and bank statements. Codes and records all receipts and disbursements of various funds. Audit expenditures, invoices, unpaid warrants, and bills. Issues warrants to vendors.
  • May assist in the calculation of real and personal property taxes. Processes, calculates, and maintains special assessment records for all taxing jurisdictions. Collects tax payments and posts them. Enters and maintains customer records for direct payment of taxes. Mails out delinquent letters.
  • May perform duties related to real estate, mortgages, and transfer of property deeds.
  • May perform various election duties.
  • Complete reports to the state, including reports required for federal and state administrative reimbursement.
  • Investigate errors or problems in the processing of fiscal transactions and recommends changes in procedures.
  • Post financial data to appropriate accounts.
  • Monitor expenditures according to state, federal, and county regulations and guidelines.
  • May enter in screening documents and service agreements.
  • Compile monthly statistical reports, and other monthly or quarterly reports. May also prepare payroll related reports.
  • Any other duties as assigned.

Required Knowledge, Skills, and Abilities:
Any combination of training and experience providing the following knowledge, skills, and abilities listed in their relative order of importance.

For Full Performance:

  • Knowledge of specific departmental rules and regulations pertaining to that department’s area, for fiscal record-keeping (i.e. medical billing, State Aid accounting).
  • Knowledge of laws and regulations governing fiscal record keeping.
  • Ability to interpret bookkeeping records and documents and prepare information in summary form.
  • Ability to understand fiscal procedural and transactional practices.


For Pre-Employment:

  • Any combination equivalent to graduation from High School and two years of general clerical experience including one year of experience or training keeping fiscal records.
  • Ability to follow written and oral detailed instructions.
  • Knowledge of computers and computer-based programs such as Microsoft Office (Word,
    Excel, Access, Power Point and Outlook).
  • Knowledge of business arithmetic and fund accounting as applied to governmental organizations.
  • Ability to clearly communicate verbally and in writing.
  • Ability to organize and prioritize work efficiently.
  • Ability to analyze financial records and reports, locate errors, and recommend solutions.
  • Ability to accept responsibility and meet pre-determined deadlines.
  • Ability to make independent decisions in accordance with laws and policies and to apply these to work situations.
  • Knowledge of accounting principles and practices.
  • Knowledge of business arithmetic, simple mathematics, and fund accounting.
  • Ability to establish and maintain effective working relationships with staff members, representatives from other agencies, clients, and the general public.
  • Must pass a personal background check.
