Description of Job

JOB DUTIES: Your application must provide a detailed description of your relevant work experience in relation to the following duties: The Accounting Services Office is responsible for all monies collected and disbursed for and by the College. All transactions are reviewed to verify that they are in compliance with College policy and State Fiscal Rules. This full-time position exists to provide technical accounting support to the students and staff of Morgan Community College through utilizing accounting services including, but not limited to, accounts payable, accounts receivable, general ledger, payroll, grants and contracts administration, and preparation of agency financial statements. Other accounting services include: performing functions related to student receivables, including student billings and refunds; maintain reconciliations related to student receivables and cash; maintain receivables and reconciliations of accounts not on student receivable/billing system; process non-paid accounts with drops for non-payment and collections; assist with third party sponsored student accounts; process employee payroll; ascertaining the correct account codes and maintaining a file system for all cash receipt balances. This position carefully reviews and itemizes the functions and objects of the general ledger for cost accounting purposes; provide accurate accounting information and financial statements to the College, the State Controller’s Office and outside agencies.


Primary duties include:
  • Discovering deficiencies with receivable processes and recommending changes to solve the deficiencies.

  • This position is expected to recommend changes to reconciliation processes in order to improve efficiency and accuracy.

  • Follows proper procedures to understand, research and maintain compliance with legal collection rules and CCCS SAP 5.

  • Provides input and guidance at the college and CCCS level for implementing new college policies and CCCS System Accounting Procedures.

  • Responsible for following guidance & instructions on collections and will act in accordance with given guidance regarding all department collection rules, processes and legal issues set by CCC’s SAP.

  • Processes all tax intercept payments, reconciles related general ledger balances, student accounts and the State Financial System.

  • Perform functions related to student receivables, including review, analysis and adjustments to student accounts.

  • Process student billings and bills for other receivables outside of the student receivable system and prepare entries and reconcile balances for these accounts.

  • Follow proper procedures to maintain compliance with CCCS SAP 5.

  • Communicate with and educate students regarding the deferred payment plan and refund management system.

  • Performs cash transfers between bank accounts and State Treasury.

  • Reconcile cash balances; discover errors during reconciliations and resolve.

  • Perform reconciliations of student receivable system to financial record system, investigate and resolve discrepancies.
  • Analyze and process all EFT transactions.

  • Processes all tax intercept payments, reconciles related general ledger balances, student accounts and State Financial System following established processes.

  • Work with supervisor to make revisions to processes as need is determined.

Additional duties include:
  • Analyze unpaid accounts, runs preliminary and final drop lists.

  • Runs process to contact students and performs drops for non-payment.

  • Coordinates with other departments to ensure proper timing of the drop processes.

  • Apply and remove holds on accounts as appropriate for past due accounts, collections, bankruptcies and write-offs using the processes and procedures defined by CCCS’s SAP.

  • Submit accounts to collection agencies using established guidelines and reconcile those accounts to general ledger balances.

  • Communicate with students and collection agency staff regarding accounts at collections.

  • Review outstanding accounts at collections annually and analyze for potential write-off.

  • Compute annual allowance for doubtful accounts using establish processes.

  • Ensure collection procedures are documented and that all accounting staff are apprised of procedures and changes.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS: Two (2) years of technical accounting experience. Do not use "See Resume" statements on the application; your application must be completed in detail documenting your experience. The technical accounting experience must have been performed as a main function of the job. Daily interaction with students, faculty and staff requires that this position have excellent interpersonal, communication and organization skills. Candidate must have experience providing excellent customer service and interfacing with a variety of people from many levels within the organization and community. Effective verbal and written communication skills are necessary for success in this position. In order to be considered for this position, your relevant experience must be documented on your application. (Part time experience will be pro-rated).
