Examples of Duties
- Prepares and processes Payroll for Social Services, including tracking and maintaining employee status, payroll codes and leave balances.
- Manages and maintains accounts payables for DSS pertaining to Foster Care and Adoption Assistance; receives, reviews and processes invoices for payment; reviews and verifies departmental expenditures and revenues in order to reconcile all Child Welfare expenses.
- Processes, updates and maintains purchase orders and requisitions; maintains and reconciles purchasing records with invoices; monitors compliance with purchasing and accounting policies and procedures.
- Responds to customer and vendor inquiries and concerns in person and over the telephone; researches and resolves complaints and documents accordingly.
- Maintains and prepares a variety of budgetary and vendor related files; prepares accounting, fiscal, statistical and narrative reports and spreadsheets.
- Participates in the preparation and completion of various fiscal monitoring and audits.
- Participates in the preparation, completion, monitoring and amendments of DSS contracts.
- Receives, processes and deposits monies collected through Program Integrity for FNS, Medicaid, SA, Energy, and TANF or payments received for Health Choice; reconciles and prepares monthly balancing reports for all and requests checks to the State as needed.
- Serves as the primary back up to the monthly expenditure and reimbursement process for DSS in the NC-Corels system.
- Serves as a direct contact for both County Human Resources and County Finance.
- Performs general office duties as needed.
Thorough knowledge of generally accepted governmental accounting procedures; thorough knowledge of accounts payable and routine accounting policies, practices and procedures; general knowledge of bookkeeping terminology, methods, procedures and equipment; general knowledge of standard office procedures, practices and equipment; ability to understand and follow oral and written directions; ability to perform mathematical computations with speed and accuracy; ability to meet deadlines; competent in computer operations and relevant software programs; ability to establish and maintain effective working relationships with vendors, associates and the general public.
Physical Requirements
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting and repetitive motions, frequently requires speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms and occasionally requires standing, walking, stooping, kneeling, crouching or crawling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
Minimum Qualifications
High school diploma or GED with coursework in accounting, business administration, or related field and considerable experience in local governmental finance, accounting and purchasing,
OR equivalent combination of education and experience.
Preference will be given to applicants with experience in the NCFast Case Management System.

Note: In accordance with State mandates and the Rockingham County Emergency Operations Plan, Rockingham County Health and Human Services staff from the Divisions of Social Services, Public Health and Integrated Health are required to staff emergency shelters during times of disaster. Please be advised that every staff person is eligible to be assigned to an emergency shelter or Emergency Operations Center.

For Full Time employees in a regular position, insurance is available and effective the first day of the following month after having worked for an entire month. The County currently pays 100% of the cost for regular employees working at least 30 hours per week. Dependent coverage is also available.

Local Government Retirement System
All employees in regular full or part time position are required to contribute to the retirement system. Contributions are taken on a pre-tax basis. The current contribution amount is 6%.
