Position Overview
The Bureau of Land and Water Resources is looking to hire an Agricultural Land and Water Resources Supervisor to bring exceptional conservation and technical knowledge and execute efficient operational support. This position will support the Bureau Chief, personnel and the state's Soil and Water Conservation Districts. The Agricultural Land and Water Resource Supervisor role offers an opportunity to become a trusted partner and colleague to the bureau, other state agencies and private partners. The ideal candidate will have thorough knowledge of the organizational structure and functions of Soil and Water Conservation Districts and the ability to work independently with project development. This candidate will work with partners to help develop and administer programs that provides financial, technical, and educational assistance.
Job Responsibilities
- Serves as the Natural Resource Management Supervisor in the Bureau of Land and Water Resources.
- Implements policy and procedures to ensure the soil and water conservation programs follow agency rules and regulations and State of Illinois rules and regulations.
- Assists in the development of the components of federal and state funded programs awarded to the Bureau on an annual basis which includes but is not limited to the Partners for Planning Conservation and grants to SWCDs.
- Directs the Department's Grant-In-Aid program to SWCDs for district operations, technical staffing, special project funding on a competitive basis.
- Coordinates the state's soil erosion control and water quality efforts with related agencies and organizations.
- Assists supervisor in budget preparation for the office's soil and water conservation programs.
- Represents the Department at meetings, hearings, conferences, etc. May travel to complete these duties.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with course work in agriculture, natural resource management, conservation, rural sociology, agricultural economics, land use planning, geography, and public/business administration.
- Requires five (5) years of professional experience in land and water conservation program development and implementation, conducting research in land and water resource issues or in mined land reclamation.
Preferred Qualifications
1. Prefers three (3) years of experience with organizational structure and functions of SWCD's and state, federal and local agencies responsible for administering land and water conservation and protection laws and programs as well as mined land reclamation programs.
2. Prefers working knowledge in federal, state, or private grant programs.
3. Prefers extensive knowledge in Illinois' Nutrient Loss Reduction Strategy.
4. Prefers working knowledge in preparing recommendations regarding agricultural policy.
5. Prefers thorough experience in analyzing and evaluating agency policy and programs concerning land and water resources and mined land reclamation.
Conditions of Employment

- Requires ability to travel and occasionally overnight travel.
