The Small Business Technology Transfer and Transition Division (AFRL/SBT) seeks to hire a senior-level, DR/DO-04 Air Force Tech Transfer & Transition (T3) Director located within the HQ AFRL Small Business Directorate (AFRL/SB) at Wright-Patterson AFB, OH.
Position duties include, but are not limited to:
- Serves as the Air Force (AF) Technology Transfer/Transition (T3) Program Manager & AFRL/SB T3 Division Chief.
- Performs a broad range of work to develop policies & processes to transfer/transition technologies from the AF to the private sector and warfighter.
- Supervises all AF T3 headquarters personnel responsible for the employee’s guidance, mentor-ship, personnel actions & appraisals.
- Leads the Air Force T3 program which develops policy, guidelines, budgets & processes for the capture & protection of intellectual property (IP) developed by the AF; agreements to collaborate with industry & academia, T3 education & training; manages a network of partnership intermediaries to connect the AF with industry & academia to support T3 & provides reporting to senior leadership in the AF, Office of the Secretary of Defense (OSD) & Congress.
- Works for the Director of SB in AFRL & coordinates all activities with the AF Technology Executive Officer (TEO), air staff (SAF/AQR) & the OSD.
- Acts as the AF representative to the OSD T3 Working Group. Interacts with the OSD and Department of Commerce on T3 issues & all other DoD and AF level T3 working groups.
- Collects & reports AF transfer activities to the Defense Technology Information Center database. Develops the annual AF T3 business plan. Acts as AF representative to the Federal Laboratory Consortium.
- Maintains the AF T3 handbook, web site, policy & guidance documents. Promotes increased awareness of T3 initiatives throughout the AF. Manages the budget & execution of the DoD Partnership Intermediary Network & the overall AF T3.

Required Qualifications
- United States Citizenship
- Must be able to obtain and maintain a Secret security clearance
- Applicants must have at least one (1) year of specialized experience at the next lower grade DR/DO-03/GS-14, or equivalent in other pay systems.
- May require a professional science or engineering (S&E) degree from an accredited academic institution.
- COVID-19 Vaccination Requirement: To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified or vacated, depending on the course of ongoing litigation, the federal government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to Executive Order 14043, that requirement does not currently apply.
Desired Qualifications
- Having a Pentagon Assignment with knowledge of SAF/AQ, SAF/GC, SAF/FMB and SAF/LL
- Having a MAJCOM/COCOM tour in any capacity
- Understanding of Planning, Programming, Budgeting System (PPBS)
- Understanding of Congressional Interest Items - Congressional intent, and spend plans
- Knowledge of NDAAs, Congressional activities, DoD/AF instructions
