Anti-Illicit Trade Operations Manager


What this position is about:

  • JTI actively through its Anti Illicit Trade Operations Department (AITO) protects JTI brands from the illicit trade that adversely impacts JTI markets.
  • Significant smuggling trends in the Americas have been established by Organized Crime gangs.
  • The Americas markets possess multiple key destinations and source markets for illegal trade in both tobacco and readymade cigarettes.
  • Diverse regulatory environments, and different country and state tax strategies contribute to significant price differentials impacting current and future illegal trends.
  • Illegal manufacturing is also a significant threat to JTI's business throughout the region via the movement of people and goods.
  • To promote sustainability and protect JTI’s business globally, it is necessary to introduce a strong AITO presence to ensure proactive and preventative measures are implemented to protect both the company's reputation and our supply chain.
  • The role includes, but is not limited to, identifying developing, managing, and directing AITO programs through Service Providers (SPs) to undertake investigations & gather/share intelligence on the illegal trade in tobacco and its related products. Liaise with national and international law enforcement (LE) organizations across the region and when appropriate on a global basis.
  • It is also essential that the successful candidate works with local and regional Market Management, to provide a credible contribution to communicating the negative impact the illegal trade has on communities and the public purse.
  • The incumbent is also responsible for investigating and identifying sources of leakage of diverted products by JTI’s Policies and Procedures, reporting such outlets in an evidential format so that business decisions can be made by senior JTI management which is sound, accurate, and factually based, to stem such flows.
  • There will be a particular requirement to ensure compliance with all Laws, the JTI Code of Conduct, and JTI AIT Operational Policies, Procedures, and operational guidelines

What will you do:

  • Developing intelligence: Responsible for enhancing and developing relationships with law enforcement and JTI Markets. Identify, recruit and manage Service Providers (SPs) in a manner consistent with all legal requirements and JTI Policy and Procedures
  • Law enforcement liaison (LE): Support AITO Regional Teams efforts to impact on the smuggling of JT Group brands as well as any illicit sales of diverted genuine products.
  • This will include developing and directing investigations through SPs, setting clear objectives to identify quality information to share with LE and report on feedback. Organize relevant illegal trade awareness / training for law enforcement agencies.
  • Reporting: Prepare detailed reports/updates on the progression projects and core objectives, including development and analysis of intelligence on all aspects of the illegal trade, the diversion of tobacco products monthly reviews, trend analysis and operational activities.
  • An essential requirement will be the preparation of intelligence reports for dissemination to law enforcement and investigation reports to support the Diversion and Seizure Investigation team (DSI) enquires. Present orally to audiences within and outside of the company to demonstrate and explain AITO strategies and activities
  • Internal relationships: Work in close cooperation with all functions/JTI Departmnets, i.e. CA&C, AITO, QA, IP, Legal and Markets. Maintain and develop excellent relationships in the company to support regional and market management to enhance AITO reputation
  • Budgeting: Efficiently and effectively manage financial expenditure. Undertake robust financial planning and control and meet reporting obligations
  • Travel: prepared to travel within the Americas region and support AITO work on a global basis if required

Who are we looking for?

  • Experience in conducting and managing investigations in public and/or private sector or in legal support services or the ability to demonstrate comparable business experience.
  • Experience in working effectively with local and regional law enforcement and intelligence agencies or the ability to demonstrate comparable business experience would be beneficial.
  • Must speak and write English fluently.
  • Fluency in a second language would be a plus.
  • Strong skills in use of Microsoft Office applications or similar.
