TELEWORK/ON-SITE OPPORTUNITY
This position is eligible for a combination of telework and on-site work assignments. Telework must be completed from a pre-designated home-based location within the State of California and employees may be required to report on-site to address business needs.

Telework is at the sole discretion of the Court and may be rescinded with 48 hours' notice, based on needs of the Orange County Superior Court.

THE POSITION
Under general supervision, the Technology Trainee performs a range of basic to entry-level duties in various professional disciplines while learning the Court's IT environment and the application of professional theories and principles. The Technology Trainee is an entry-level class in the professional information technology job family. Incumbents report to the Court Technology Manager and departmental staff. Incumbents are expected to acquire the knowledge and skills necessary to advance into a first-level professional position and must promote within 12 months of appointment. There is no permanent status in the Technology Trainee classification.


Under general supervision, the Applications Developer I is the entry-level classification in the Applications Developer classification series. Incumbents perform routine to moderately difficult applications development, maintenance and support duties and may have full life cycle responsibilities for small-scale systems. Incumbents participate in analyzing and documenting user business and operational requirements, creating and/or modifying routine to moderately difficult programs and databases, assist in implementing systems and user test plans, performing user training, and providing on-going applications maintenance and support. Incumbents are expected to demonstrate a strong customer service orientation and skills, and work with client managers and staff to ensure effective, high-priority technology solutions to their needs and requirements.

APPLICATIONS DEVELOPER I

Minimum Qualifications

TECHNOLOGY TRAINEE

OPTION I:
Bachelor's degree in management information systems, information technology, computer science, or a closely related technical field. *Note: A copy of your college diploma or official transcripts must be included with your application.

OPTION II:
High school diploma or GED equivalent – AND – two (2) years of full-time (or equivalent) experience using or supporting various computer systems.

APPLICATIONS DEVELOPER I

OPTION I:
High school diploma or GED equivalent – AND two (2) years of full-time (or equivalent) progressively responsible experience performing coding, testing, debugging, basic design, and documentation of computer applications.

OPTION II:
One (1) year of full-time (or equivalent) experience with the Court as a Technology Trainee performing duties related to applications development.

DESIRABLE EXPERIENCE

Experience with the following technologies:
  • Full stack developer using Microsoft technologies such as: .NET Core 6.0, C#, TypeScript, SQL Server.
  • Angular (version 6 or higher).
  • Design and development of Mobile applications for iOS and Android
  • Application development in cloud environment.
KNOWLEDGE OF
  • Principles and practices of systems analysis and design.
  • Applications development methodologies, tools, and utilities.
  • Programming theory and current programming languages used in Court applications.
  • Database management systems and software as they affect applications design.
  • Web-based technologies and design, and development methods and languages.
  • Systems integration design concepts as they relate to applications design and development.
  • Principles and practices of sound business communication.

ABILITY TO
  • Perform business rule and process analyses and apply critical thinking skills to reach sound, logical conclusions regarding user needs and business requirements.
  • Troubleshoot and diagnose applications problems and install fixes or make repairs in areas of responsibility.
  • Set priorities and organize work to complete project responsibilities efficiently and effectively.
  • Prepare clear, concise, and accurate reports and other written materials.
  • Communicate clearly and effectively orally and in writing to both technical and non-technical audiences.
  • Understand and follow written and oral instructions.
  • Exercise sound judgment within established procedures.
  • Keep technical skills current to meet continuing applications development assignments.
  • Work collaboratively with other team members to ensure project accountability.
  • Use tact and diplomacy when dealing with sensitive and/or confidential issues and situations.
  • Establish and maintain highly effective, customer-focused working relationships with court managers and end users, other CTS staff, representatives of other agencies and others encountered in the course of work.

Licenses or Certifications
: A valid California Class C driver's license or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions at various Justice Centers.

LONG-TERM CARE: CalPERS Long-Term Care coverage is available to current and former California public employees, retirees, their spouses, parents, parents-in-law, children, siblings (including stepbrothers and stepsisters), grandparents, grandchildren, nieces, nephews, aunts, uncles, sons-in-law, daughters-in-law between the ages of 18 and 79 when they apply. Eligible family members may apply even if the public employee or retiree who makes them eligible does not apply or is not approved for coverage

RETIREMENT: Defined Benefit, fully qualified plan based on the County Employees Retirement Law of 1937 (Government Code Section 31450 et. al.). Employee and Court contributions are based on several variables including age, hire date, and salary. The plan is administered by an independent agency, Orange County Employees Retirement System (OCERS), and has reciprocity with various California systems. Currently, eligible new employees hired on or after January 1, 2013, will be enrolled in a defined benefit retirement plan referred to as Plan T (1.62% at 65 formula). *If you were employed by an OCERS employer or reciprocal agency prior to January 1, 2013, you have less than a six-month break in service, and reciprocity is established, you may be eligible to select from two other retirement pension formula options (Plan J or Plan P).   • The Court has negotiated a retirement plan enhancement that is pending OCERS Board approval. If approved, it is anticipated that eligible employees currently hired and enrolled in Plan T will be enrolled in Plan U (2.5% at 67 formula). in mid to late 2023.

DEFERRED COMPENSATION: Optional deferred compensation 457 & Roth 457 Deferred Contribution Plans are available.

VACATION ACCRUAL: New full-time employees earn 80 hours of vacation after the employee has accumulated 2,080 regularly scheduled paid hours (after approximately 1 year of service). Following the first year, vacation is accrued as follows: 1-3 years, 80 hours per year; 4-9 years, 120 hours per year; 10-19 years, 160 hours per year; 20 or more year, 200 hours per year. Maximum accrual of hours: 0-9 years; 240 hours; 10 or more years, 320 hours. Part-time employees accrue vacation on a prorated basis.

HOLIDAYS: 14 paid holidays per year.

SICK LEAVE: 0-3 years accrue 72 hours of sick time per year as full-time employees. After 3 years, full-time employees accrue 96 hours per year. Part-time employees accrue sick leave on a prorated basis. Unlimited accrual. Some sick leave maybe converted to cash or vacation time

COMP TIME: All employees receive compensatory time every March. Full-time employees receive 4 hours and part-time employees receive 2 hours.

BEREAVEMENT LEAVE: 5 days of paid leave per qualifying instance.

UNEMPLOYMENT INSURANCE: Court pays into county administered insurance fund.

OVERTIME: In addition to legally required overtime, the Court pays overtime to represented, FLSA-exempt employees for work ordered and performed in excess of 40 hours per week. Represented Court Technology employees who are FLSA-exempt earn overtime for work ordered and performed in excess of 80 hours per pay period.

WORKERS' COMPENSATION: Administered by the Judicial Council's, third party administrator.

EDUCATION REIMBURSEMENT: Court reimburses up to $3,500 per year of tuition for approved, necessary courses, subject to availability of funds.

FEDERAL STUDENT LOAN REPAYMENT AND FORGIVENESS PROGRAMS: Employees of the Court may be eligible for Federal Student Loan Repayment and Loan Forgiveness Programs.

BILINGUAL PAY: Available at additional $0.58/hour for selected classes in selected positions.

EXCEPTIONAL BILINGUAL PAY: Available for specific classes at a rate of $1.15/hour in selected positions.
EMPLOYEE ASSISTANCE PROGRAM (EAP): Court offers EAP confidential services to assist employees with marital, family, emotional, legal, financial, and chemical dependency problems. This service is offered 24 hours a day, 7 days a week.

DISCOUNT PROGRAMS: There are numerous discount programs available to Court employees. These include, but are not limited to discounts on hearing aids, pet insurance, local attractions, technology products, wellness services and gym memberships.
