Lead the team that helps Malden-area residents with disabilities thrive in the community. The Massachusetts Rehabilitation Commission (MRC) is seeking a mission-driven, dynamic leader to serve as the agency’s Area Director in Malden. In this critical position, the candidate will manage the office’s operations including planning, staffing, budget preparation, contract oversight and management. The Malden Area Office promotes equality, empowerment, and independence for individuals with disabilities by providing a number of vocational services to assist those eligible to obtain or retain competitive employment. The selected candidate will be skilled in managing diverse operations including leading, directing, and motivating a team of dedicated staff. The candidate should have a strategic mindset, be able to build and manage a healthy, collaborative team culture, influence and engage stakeholders and be able to drive results.

The Director will be responsible in managing, directing, and motivating a Team of dedicated professionals. The Malden Area Office is managed in accordance with MRC’s mission, which is to provide services that maximize the quality of life and economic self-sufficiency for persons with disabilities. The goal of the Malden Area Office is to assist eligible consumers with disabilities to obtain or retain competitive employment.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Direct and exercise an efficient system of control through the design and implementation of administrative and service provision processes.
  • Ensure that operational policies and procedures are efficiently and effectively implemented, identify business process improvement opportunities and implementation strategies.
  • Facilitate operational problem solving and decision-making, evaluate and improve communication processes, monitor the progress, risk, and quality aspects of administrative and service provision activities, organize, direct, supervise and evaluate work performance.
  • Manage and direct all assigned Clinical, Unit Supervisors, Job Placement Specialists, Support Staff, Individual Consumer Consultants, and Interpreters as well as management guidance in the design and implementation of program development and service provision processes.
  • Monitor progress, risk and quality of program development and service provision activities. - Oversee and manage purchase of service contracting processes including the development of contract specifications, oversight mechanisms, operational policies and procedures, rates, and reporting requirements, and recommend qualified vendors,
  • Ensure MRC compliance with federal and state rules and regulations, monitor purchase of service contract expenditures and monitor the progress, quality, and risk of all purchase of service contract management activities.
  • Provide management policy guidance in the design and implementation of information technology, financial operations, facilities management, and COOP processes.
  • Provide clinical rehabilitation oversight for clinical assessments, staff development, and training.
  • Advise Regional Director in deciding program development services provision, budget, purchase of service contract issues and strategies.
  • Prepare position papers for the Director on program development, service provisions issues, and strategies.
  • Collaborate and represent MRC on boards, consumer organizations, other state agencies, government partners, consumers, advocates, and the general public.

Preferred Qualifications:

  • Advanced degree with minimum of 5 years of experience in vocational rehabilitation or related field with increasing responsibility over time including supervisory or managerial responsibility.
  • Certification as a Rehabilitation Counselor and/or licensure as a Rehabilitation Counselor is desirable.
  • Proven ability and technical knowledge in planning, coordinating, and prioritizing for optimal performance.
  • Ability to evaluate, monitor and set standards for accomplishment.
  • Demonstrated leadership and team building skills as well as motivation.
  • Ability to resolve/mediate conflicts.
  • Knowledge of vocational rehabilitation policy and procedure.
  • Responsible for learning and staying up to date on MRC’s diversity, equity, inclusion and racial equity skills, results, and expectations specific to Vocational Rehabilitation programs.
  • Experience working in a team culture that values inclusivity, performance, transparency, and authenticity.
  • Knowledge of and experience in diversity, equity, inclusion, and racial equity and effective engagement across differences.
  • Proficient usage of Microsoft Office products including Excel, PowerPoint, Word, and Outlook as well as technologies supporting a remote workplace (e.g., Zoom, Microsoft Teams).
  • Solid written and oral communication skills and proficiency establishing and maintaining effective working relationships with a variety of diverse consumers, families, staff, and organizations.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
