This position requires the candidate to be located within Kern County to support the sites they oversee. Position Summary: Under direct supervision of the Program Director, oversees the operation of a multicultural, comprehensive early childhood education program designed to meet the needs of low income and migrant children and their families. Directs and ensures quality program services for children and families within the Head Start, Early Head Start, State Child Development and Migrant and Seasonal Head Start Programs.
Monitors programs for compliance with federal performance standards and state regulations. Oversees training of staff and parents, and evaluates staff. Supports CAPSLO’s mission by ensuring the Regional Head Start, Migrant and Seasonal Head Start and/or State Child Development programs are run appropriately in order to serve as many children and families as possible in the best way possible. Required Education and Experience: 1.
Bachelor’s Degree in Child Development/ Early Childhood Education, or closely related field. 2. 6 semester units Administration and 2 semester units Adult Supervision. 3.
Minimum of five years successful teaching experience with preschool children, including two years of staff supervision experience License & Certifications: 1. Must hold a Child Development Site Supervisor Permit. 2. Must obtain a California Child Development Program Director Permit within 6 months of employment.
Essential Functions: 1. Administration 1. Directly supervises center supervisors (Family Child Care Coordinators & Home Base Teachers, if assigned that caseload). Works closely with Content Area Coordinators/Managers on a consulting basis to ensure that that all centers and provider homes comply with the Federal Head Start Performance Standards, State and licensing regulations, CAPSLO personnel policies and procedures.
Accomplishes this by monitoring centers and provider homes using data collection systems reports. 2. Coordinates with the Program Director, managers, coordinators, and specialists in the areas of: health, mental health, nutrition, social services, parent engagement, special needs, transportation, facilities and education to ensure a comprehensive child development program for all federal and state funded programs in their service areas. 3.
Hires, supervises, trains and evaluates center/home base/FCC staff. Tracks and ensures job requirements are maintained current. Collects all necessary personnel paperwork, center personnel files, and notifies CAPSLO departments of staff changes. Makes sure that all necessary permits, fingerprints and licenses are secured and remain in force for compliance with Federal Head Start Performance Standards, State and licensing regulations.
2. Fiscal/Budget 1. Assists the CYFS Accounting Manager, Division Director and Program Director in the development of financial budgets, including operating costs, capital expenditures, etc. for State Child Development Program, Regional and Migrant and Seasonal Head Start funds.
2. Consults with the Program Director to ensure program earning and spending are monitored appropriately for State Child Development programs. 3. Responsible for the implementation of internal and external reporting systems and procedures for monitoring and controlling fiscal activities funded by the State of California and the Office of Head Start.
4. Participates in audit inspections and ensures that all related management recommendations are implemented. The CYFS Division Director and Program Director will prioritize the items the Area Manager will focus on. 3.
Staff Development 1. Works closely, on an as needed basis with Content Area Managers, Coordinators, Specialist, and Transportation & Safety Coordinator, in designing pre-service and in-service training for center staff. 2. Coordinates training for staff as needed.
Trainings will focus on new Head Start and State initiatives, staff needs, program findings, program goals, objectives, policies, procedures and program area plans. 3. Along with the Education Coordinator orients and provides Onboarding training to newly hired staff and substitutes on their responsibilities and program philosophy, goals, objectives, policies and procedures. 4.
Maintains and coordinates the Staff Development Program Plan. Assists staff in the planning and implementation of their educational goals. Ensures employees and family child care providers meet agency, state, and federal-mandated requirements, including Head Start Performance Standards and continuing education, certifications, degree, Community Care Licensing, and State Matrix permit Application/Renewal requirements. 5.
Develops the annual comprehensive educational plan for all staff. 6. Relationships with Parents and Parent Groups 7. Participates in Parent Policy Council (PC) and other committees as needed.
Ensures that parent councils are established in their areas and parent representative are enrolled in the Policy Council. 8. Participates in advocacy and encourages parents to be advocates at local, state, and federal levels. 4.

Monitors Center and Provider Home program activities to ensure that mandated standards and objectives are reached, such as, reviewing lesson plans and ongoing assessment of children’s development. Participates in case review, parent meetings and on-site reviews as needed. 4. Participates in the multidisciplinary monitoring schedule via monitoring system while conducting regular site visits and providing consultation and training to center supervisors, instructional staff, parents and volunteers.
5. Monitors and maintains facility standards, and conducts regular inspections of each center, requesting assistance from the Facilities Supervisor to complete work as needed. 6. Monitors and works collaboratively with ERSEA Manager /Supervisor to track and ensure recruitment and full enrollment of children in the Head Start, Early Head Start State Child Development and Migrant and Seasonal Head Start Programs in their service areas.
7. Assists with Child and Adult Care Food Program (CACFP) site visit monitoring on an as needed basis to fulfill food program requirements. 5. Facilities Management 1.
Assists CYFS Division Director and Program Director in locating appropriate facilities and assists with necessary steps and renovation to obtain license and permits to operate. 2. Assists Program Director and facilities Manager in maintaining lease hold improvements. 6.
Planning 1. Plans and implements an effective training program which includes a pre-service and in-service for staff and parents to increase their knowledge and skills. 2. Assist Program Director in designing and planning the annual self-assessment process.
3. Works closely with the Program Director to develop program grants specific to program design and educational advancements. 4. Community Relationships and Partnerships 5.
Formulates and promotes county public relations strategies for the agency, MSHS/HS/EHS and State Funded Programs, and for building strong community relations. 6. Supports Head Start, Early Head Start, State Child Development and Migrant and Seasonal Head Start Programs staff in understanding and implementing the CLASS (Classroom Assessment Scoring System). Works closely with local QRIS (Quality Rating &Improvement System) programs.
7. Develops and maintains a cooperative/liaison relationship with community agencies, organizations and learning institutions to ensure coordination of services and training opportunities. Ensures that Health Advisory Committees are in place for the delegate agency and the counties they manage. 8.

Must be able to withstand exposure to noise in a day care environment. Retirement Savings Plan CAPSLO offers eligible employees the opportunity to contribute a portion of their earnings to a Section 403(b) Retirement Plan. Employees are 100% vested upon enrollment into the plan.
CAPSLO matches 60% of every dollar contributed up to an annual maximum of 15% of your annual salary (not to exceed IRS limits) after 6 months of employment. Holidays Twelve paid holidays during the course of the each calendar year. Employees also receive one extra workday off with pay as a "Personal Holiday." Vacation/Sick Leave CAPSLO awards 80-160 hours of vacation annually with a maximum accrual of 320 hours, depending on years of service. Paid Sick time is accrued at 8 hours per month (based on weekly hours) with a maximum accrual of 280 hours.
CAPSLO also offers the opportunity to convert unused sick time to vacation and a vacation cash out for eligible employees once a year. Additional Benefits CAPSLO offers additional benefits including employee assistance program (EAP), reduced rates for pet insurance, reduced rates for cellular phone service, reduced rates for car rentals, and additional time off for positions classified as exempt, and workers’ compensation insurance.
