Incumbent serves as Bookkeeper/Deputy Clerk for the Boone County Clerk’s Office, responsible for maintaining financial records, balancing accounts, and preparing financial reports.

DUTIES:

Assists in various financial/bookkeeping duties, including, but not limited to, receiving/receipting payments; maintaining and balancing various financial accounts; preparing, printing, filing, and submitting financial statements/reports; printing/issuing checks/payouts; researching/stopping payment on missing checks; downloading checks into fraud protection system; preparing bank deposits; and opening and closing interest bearing accounts ordered by Courts.

Approves ACH payment services and verifies direct deposits of said payments.

Maintains Attorney Tax identification and issues appropriate 1099s and maintains and monitors confidential Federal Tax information.

Performs various duties in Odyssey entering proper code for document filed and scanning document to correct case.

Performs various duties in Incite including approving and assigning Criminal Court cases to proper Court and Judge as required.

Receives and processes various payments, including fine fees, court costs, child support, judgement, and bond checks received from Boone County Sheriff.

Completes mandated state wire transfers.

Processes break down sheets for criminal cases.

Enters judgments to ensure legal liens can be assessed to proper defaulters; assisting with County Election process; and processing marriage license applications.

Performs various duties in Odyssey, such as entering new cases, verifying accuracy of civil and criminal cases, adding action codes, adding or changing court dockets, correcting errors, updating case information, and closing out cases.

Answers telephone, determining nature of call, providing information and assistance, and/or transferring caller to appropriate personnel.

Assists general public, providing information on Court proceedings, assisting with research requests and locating old records, verifying case information, providing requested certified copies, and processing and filing a variety of documents.

Performs general office duties, such as opening mail, and certifying, copying, scanning and distributing a wide variety of documents.

Assists with County election process as required.

Processes marriage license applications and occasionally performs weddings.

Periodically attends training/conferences as scheduled by Boone County Clerk.

Performs related duties as assigned.

I. JOB REQUIREMENTS AND DIFFICULTY OF WORK:

High school diploma or GED and ability to be bonded by County.

Ability to attend and complete required training such as processing court documents into State-wide system, and e-filing requirements by Indiana Court Administration.

Knowledge of and ability to make practical applications of customary and prescribed policies, practices, and legal requirements of the County Clerk’s Office.

Knowledge of standard accounting and bookkeeping practices/principles and ability to balance accounts, maintain accurate financial records, and prepare related financial reports.

Working knowledge of standard office procedures and computer software programs used by the Clerk’s Office, with ability to apply such knowledge to a variety of interrelated processes, tasks, and operations.

Working knowledge of standard English grammar, spelling, and punctuation, and ability to prepare correspondence, documents, and detailed written reports.

Knowledge of basic filing systems and ability to create and maintain files/records.

Ability to operate standard office equipment, including computer, calculator, fax machine, copier, telephone, microfilm reader, and scanner.

Ability to effectively communicate orally and in writing with co-workers, other County personnel, Courts, bank personnel, State Board of Accounts, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

Ability to provide public access to, or maintain confidentiality of, department information and records according to state requirements.

Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/difficult persons.

Ability to understand, memorize, retain, and carry out oral and written instructions and present findings in oral or written form.

Ability to add, subtract, multiply, divide, and calculate decimals and percentages.

Ability to compile, compare, analyze, and evaluate data, and make decisions based on data analysis.

Ability to work with minimum supervision and with others in a team environment, often amidst frequent distractions and interruptions, and under pressure from formal schedules and deadlines.

Ability to establish priorities and accomplish multiple tasks in a limited time.

Ability to plan/layout work assignments and manage time and resources effectively.

Ability to occasionally work extended hours, evenings, and/or weekends and occasionally travel out of town for training/conferences, but not overnight.

II. RESPONSIBILITY:

Incumbent performs a variety of similar and standard duties and tasks within the prescribed policies and procedures of the department. Some discretion is needed in selecting the appropriate approaches and methods to successfully complete assigned tasks. Errors in decision making or accuracy are detected by means of supervisory review of standard departmental checks and safeguards. Undetected errors could result in loss of money to the department and/or inconvenience to other agencies/public.

III. PERSONAL WORK RELATIONSHIPS:

Incumbent frequently communicates with co-workers, other County personnel, Courts, bank personnel, State Board of Accounts, and the public for purposes of exchanging/verifying information and maintaining cooperative work relationships.

Incumbent reports directly to Clerk.

IV. PHYSICAL EFFORT AND WORK ENVIRONMENT:

Incumbent performs duties in a standard office environment, involving sitting for long periods, sitting/walking at will, keyboarding, lifting/carrying objects weighing under 25 pounds, pushing/pulling objects, reaching, bending, crouching/kneeling/stooping, close vision, hearing and oral communication. Incumbent maintains frequent contact with the public and may be exposed to irate/difficult persons. Incumbent occasionally works extended hours, evenings, and/or weekends and occasionally travels out of town for training/conferences, but not overnight.
