This position may work a hybrid schedule at the discretion of the manager or supervisor, which will require occasional attendance in the office for training, meetings and other operational needs. Employees must reside within a reasonable distance to their assigned headquarters for compliance with workplace reporting requirements.

What You'll Do:

The Bureau of Environmental Health and Radiation Protection has the important mission to protect and promote the physical and environmental health of the people of Ohio. The Assistant Bureau Chief will support this mission by administering the daily operations and assisting the Bureau Chief in planning and directing statewide environmental health programs which include Food Safety, Private Water and Sewage Treatment, Recreation Programs, Lead and Healthy Homes, Lead Licensure and Inspection, X-ray Licensure and Inspection, Radon Licensure and Inspection, Nuclear Materials Safety, and Technical Support. This position will:

  • provide overall direction for the bureau's administrative and operational functions (e.g., fiscal and operational policy development and management, budget development and monitoring, grants processing, development of project proposals and grant applications for bureau programs, programmatic research and data administration)
  • supervise lower level administrators and other staff as assigned (e.g., assign, monitor and review work, identify training needs, maintain attendance records,
    conduct performance evaluations, review and approve requests for training and travel, review and approve requests for use of benefits in accordance with established procedures)
  • assist bureau chief in the coordination and evaluation of current program policies and procedures to ensure program activities relate to program purpose and comply with applicable federal and state laws
  • assist bureau chief and program administrators in the purchase, development and coordination of data and data management systems to support the bureau and the agency in meeting established priorities and local, state and federal reporting requirements
  • assist bureau chief in the development and implementation of state goals and objectives for grant programs (e.g., USEPA Lead Grant, HUD Lead Grant, USEPA Radon Grant, CDC grants)
  • coordinate with bureau/program supervisors on bureau administration issues (e.g., development of BEHRP program budgets, serve on interview panels, orient new employees to mission and goals of the bureau)
  • act as liaison between ODH and external stakeholders (e.g., other agency committees, workgroups and agencies, governmental, private sector and other state programs)
  • prepare and deliver speeches to professional, legislative and/or community groups; represent bureau at conferences and in interagency planning efforts as assigned

Qualifications
Completion of graduate core program in field of public health, health administration, preventive medicine, social work, nursing or other health-related field or public policy & management/public administration or business administration; 2 yrs. exp. in planning & administering health programs, with education & experience to be commensurate with approved position description on file.

  • Or 5 yrs. exp. in planning & administering health programs, with experience to be commensurate with approved position description on file.

  • Or 12 mos. exp. as Health Planning Administrator 2, 65246, with experience to be commensurate with approved position description on file.

  • Or 2 yrs. exp. as Health Planning Administrator 1, 65245, with experience to be commensurate with approved position description on file.

  • Or equivalent of Minimum Class Qualifications for Employment noted above.


Knowledge of health-related field or management; program planning & evaluation; health policy development; epidemiology; health information systems & data collection health care organization & health care systems delivery; budget development & fiscal control; supervisory principles/techniques; employee training & development; federal & state laws & rules governing administration of assigned program*; public relations; technical writing; effective oral communications; management consulting. Ability to define problems, collect data, establish facts & draw valid conclusions; develop complex reports & position papers; deal with large number of variables & determine specific course of action; prepare & deliver speeches before non-technical audiences; interpret extensive variety of material in books, journals & manuals; handle sensitive inquiries from & contacts with officials, providers & general public; establish friendly atmosphere as manager.

Unless required by legislation, the selected candidate will begin at Pay Grade 15, Step 1 of the exempt Pay Range Schedule ($38.13 per hour), with an opportunity for pay increase after six months ($40.27) of satisfactory performance and then a yearly raise thereafter.
