JOB SUMMARY
Assists in the development and administration of the district’s accounting operations which includes the production of periodic financial reports, maintenance of an adequate system of accounting records, and a comprehensive set of controls to ensure compliance with policies, procedures, laws, and generally accepted accounting principles.
MAJOR DUTIES & RESPONSIBILITIES

1. Oversees the operations of Internal Service Funds, Fiduciary Funds, Accounts Payable, Activity Funds and Fixed Asset Accounting. Ensures that financial activity is recorded properly and timely.
2. Develops and prepares special reports and analyses for internal and external customers that are confidential or highly technical. Consults with district administrators on financial and accounting matters. Develops and recommends training for district personnel on finance policies and procedures.
3. Recommends and implements modifications to the district’s accounting procedures to ensure maximum responsiveness to the changing needs of the district. Maintains close liaison with independent auditors, and consults with officials at other school districts, city, county, state, or federal agencies to ensure that the district’s accounting records and related reports are maintained in accordance with requirements.
4. Evaluates processes and systems to recommend improvements to internal controls in order to mitigate risks, enhance the accuracy of financial data and reporting, and the safeguarding of district assets.
5. Oversees year-end close, annual external audit, and the preparation of the annual financial report (CAFR).
6. Performs other job-related duties as assigned.

LEADERSHIP RESPONSIBILITIES
Senior Management. Manages a department or multiple major disciplines, often through subordinate management. Regularly manages staff in the completion of large-scale projects or a very closely related set of projects/initiatives often spanning multiple disciplines. Receives strategies and broad departmental objectives from senior leadership; establishes operational objectives and work plans; delegates assignments to subordinate management and staff.
Allocates resources according to priorities and serves as the primary decision maker regarding hiring, performance and budget recommendations.
WORK COMPLEXITY/INDEPENDENT JUDGMENT
Work is substantially complex, varied and regularly requires the selection and application of technical and detailed guidelines. Independent judgment is required to identify, select, and apply the most appropriate methods as well as interpret precedent. Position regularly makes recommendations to management on areas of significance to the department. Supervision received typically consists of providing direction on the more complex projects and new job duties and priorities.

No budget development activity is required.
PROBLEM SOLVING
Decisions are made with greater freedom and discretion, including recommendations that are subject to approval on matters that may affect multiple departments across HISD. Job is frequently expected to recommend new solutions to problems, to improve existing methods/procedures/services and generate new ideas. May also review decisions made by other individuals on more routine matters.
IMPACT OF DECISIONS
Decisions have considerable impact to multiple divisions of the organization causing risks or improvements to relationships, significant efficiencies or delays in operations, and/or significant financial gains or expenses. Errors are serious and difficult to discover, normally involve decisions not subject to detailed review and will result in excessive costs and/or significant project delays.
COMMUNICATION/INTERACTIONS
Negotiate and influence - interprets department strategies and services, resolves conflicts, influences outcomes on matters of significance for the division, conducts final negotiations and coordinates approvals/decision making below the executive level. Interactions are typically with customers and Top Management.
CUSTOMER RELATIONSHIPS
Regularly assesses and diffuses complex, and escalated customer issues. Takes personal responsibility and accountability for solving systemic customer service problems. Regularly explores alternative and creative solutions to meeting the needs of the customer within HISD's policies and guidelines.
WORKING/ENVIRONMENTAL CONDITIONS
Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements.

Pay: $98,893.00 - $163,174.00 per year
