Description
The County of Glenn is seeking an Assistant Director of Public Works who is a strategic, collaborative, and confident leader with effective communication skills. The ideal candidate will possess expertise in engineering and hold a valid Certificate of Registration as a civil engineer issued by the State of California Board of Registration for Civil Professional Engineers. This position coordinates, manages and directs the activities of the Public Works Department, including subdivision and cooperative projects with other County divisions and departments. Will provide highly complex staff assistance to the Public Works Director.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Director of Public Works; exercises direct supervision over professional engineering, technical engineering and clerical staff.
EXAMPLES OF DUTIES
- Assists the Director in planning, organizing and directing the activities of divisions within the department.
- Supervises, trains, disciplines and evaluates assigned personnel.
- Plans, directs and coordinates staff work plan.
- Analyzes and develops necessary policies and procedures relating to the assigned responsibilities.
- Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; identifies opportunities for improvement and reviews recommendations with the Director.
- Prepares division budget; assists in budget implementation; participates in the forecast of additional funds needed for staffing, equipment, materials and supplies; administers approved budget.
- Coordinates with other County departments on administrative and fiscal matters.
- Manages a wide range of projects designed by in-house staff and consultant engineers.
- Coordinates division activities with those of other departments, outside agencies and organizations as appropriate.
- Recommends, organizes, manages, directs and inspects engineering activities, including capital improvement projects and program planning for future Public Works projects.
- Prepares, reviews and/or approves project plans and specifications.
- Responds to public inquiries, requests for assistance and complaints related to assigned areas of responsibility.
Ideal Candidate
Knowledge of:
- Pertinent federal, state and local laws, codes and regulations.
- Principles and practices of civil engineering.
- Principles and practices of administration, project and personnel management.
- Organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs.
- Recent developments, current literature and sources of information regarding civil and structural engineering.
- Principles and practices of budget preparation and administration.
- Principles and practices of supervision and performance evaluation.
- English usage, spelling, grammar and punctuation.
- Advanced mathematics, including statistical analysis, algebra and geometry.
- Modem office practices and technology, including computers.
EXPERIENCE AND TRAINING GUIDELINES:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Five years of increasingly responsible professional civil engineering and management experience including three years of supervisory and administrative responsibility.
Training:
Bachelor’s degree from an accredited college or university with major course work in civil engineering or related field.
License or Certificate:
Possession of, or ability to obtain, an appropriate, valid California driver’s license.
Possession of a valid Certificate of Registration as a civil engineer issued by the State of California Board of Registration for Civil and Professional Engineers.

SUMMARY OF EMPLOYEE BENEFITS
Benefits are subject to negotiations with employee organizations and may vary with individual bargaining units.
ANNUAL LEAVE – SALARIED (FLSA EXEMPT REGULAR EMPLOYEES): 80 hours Annual Leave credited each January 1, pro rata share if hired after January 1 for that year.
CREDIT UNION: Low interest loans and systematic savings through payroll deduction.
DEFERRED COMPENSATION: A tax deferred long-term savings plan is available to all employees.
DIRECT DEPOSIT: The County pays its employees Bi-Weekly through Direct Deposit to any financial institution that is a member of the Federal Reserve Automated Clearing House.
HOLIDAYS: 13 paid holidays per year or 5% Holiday Pay.
HEALTH, DENTAL, VISION AND LIFE INSURANCE: The County makes available to employees and their dependents a health, dental and a vision program. The County pays the premium for a group term life insurance policy. Glenn County participates in the California State Disability program.
SICK LEAVE: 12 days per year; unlimited maximum accrual.
RETIREMENT: Regular full-time and part-time employees participate in the Public Employee's Retirement System and Social Security. Effective January 1, 2013 Local Miscellaneous Benefit Formula: Classic Member 2.5% @ age 55, New Member 2% @ age 62. Safety Benefit Formula: Classic Member 3% @ age 55, New member 2.7% @ age 57.
VACATION: 0-2 Full years, 11 days: 3-12 full years, 16 days: 13-20 full years, 21 days: after 20 full years, 26 days.
LONGEVITY: 10+ Full years; 5%, 15+ full years; 6%, 20+ full years; 7%, 25+ full years; 8%, 30+ full years; 9%.
