The St. Johns County Board of County Commissioners is seeking an Assistant Director for our Growth Management department located in the in beautiful St. Augustine, Florida.

The Assistant Director of Growth Management Operations is responsible for overseeing Transportation Planning and Development Services of the County within the Growth Management Department.

This position provides leadership in formulating, recommending and the implementation of short-term and longer-range transportation strategic plans, assists the Board in review of local laws and policies, and leads transportation projects in coordination with other County departments.

This position serves as an authority and resource in Concurrency Management System to ensure that the adopted level of service standards for roadways, water, sewer, solid waste, drainage, recreation and mass transit are maintained.

Examples of Duties:

The ideal Assistant Director candidate must be creative and detail-oriented and possess St. Johns County’s core values of compassion, innovation, and trustworthiness and must work well in a collaborative team environment. Some of the specific tasks include but are not limited to:

  • Assists and provides leadership in the development and revision of ordinances, resolutions, policies and procedures including, but not limited to, the Land Development Code, Comprehensive Plan and Development Review Manual. Formulates and implements both short-term and longer-range strategic plans. Coordinates projects and initiatives with other County departments.
  • Provides oversight, review, and direction for development applications. Includes overview of efficient procedures, application review and preparation of staff reports, draft Ordinances, draft Resolutions, draft Orders, and Development Permits in accordance with the Land Development Code and Comprehensive Plan.
  • Serves as an authority and resource in Concurrency Management System to ensure the adopted level of service standards for roadways, water, sewer, solid waste, drainage, recreation and mass transit are maintained. Provides oversight to ensure that issuance of a development order or development permit is conditioned upon the availability of public facilities and services necessary to serve new development, consistent with the provisions of applicable laws and codes.
  • Oversees the activities of the County Transportation Planning Team and works with regional partners, elected officials, state, and federal agencies. Maintains accurate and thorough records of development contractual/legal obligations, and identifies and supports the adoption of additional funding streams.
  • Oversees policy development, programs, and the County’s long and short-term transportation project planning and implementation, as well as budget and fiscal management.
  • Manages the development, negotiation, approval, implementation and monitoring of development agreements, complex real estate and financial negotiations, often with multiple parties and partnerships; oversees transportation planning. Coordinates with state agencies, federal agencies and planning organizations.
  • Acts on behalf of the department director in absentia. May direct the activities of one or more divisions within the department, as assigned.
  • Serves as liaison to elected and appointed officials, developers, and the general public regarding public notices, inquiries, complaints, and other communications for all Growth Management issues and related outside activities with other government entities such as: St. Johns County School Board, COSA, COSAB, FDOT, etc.
  • Coordinates, develops and delivers presentations before the Board of County Commissioners, Planning and Zoning Agency, Ponte Vedra Zoning and Adjustment Board, Design Review Boards, other county appointed boards, community associations, real estate and developer associations, and the general public.
  • Coordinates personnel management with division managers regarding hiring practices, discipline and career planning. Collaborates with the Human Resources Department regarding position classifications, disciplinary actions, safety, benefits, and training and employee development.

Typical Qualifications:

Candidates for the Assistant Director are encouraged to apply if they meet the following minimum qualifications:

  • Bachelor’s degree from an accredited college or university in Transportation Planning, Engineering, Urban Regional Planning, or a related course of study to the occupational field.
  • Certified Planner AICP preferred.
  • Five (5) years professional work experience in transportation planning, engineering and/or urban regional planning with a minimum of three (3) years of managerial experience.
  • Must possess and maintain a valid Florida driver’s license and any other endorsements necessary to legally operate vehicles used while assigned to this position.
  • Must possess good interpersonal and communication skills in order to serve others.
  • Must be able to comprehend, speak and write the English language.
  • Must be able to operate a computer.
