Job Purpose:
Assists the Emergency Manager with development, documentation, and implementation of an effective, countywide emergency management program, to ensure proper planning, response, recovery and mitigation of natural and man-made emergencies and disasters impacting the citizens of Lexington County.

Essential Duties and Responsibilities:
Ø Assists in the preparation of the annual budget for Emergency Management. Procures equipment and supplies. Assists with administration of grants. Performs department accounting.
Ø Creates, develops, maintains, and updates emergency plans, department standard operating guidelines, and standard operating procedures.
Ø Coordinates emergency response actions and plans, utilizing best practice principles, for assigned locations; evaluates these plans through drills and exercises that follow Homeland Security Exercise and Evaluation Plan (HSEEP) guidelines.
Ø Prepares quarterly grant reimbursement reports, activity reports, and budget reports.
Ø Maintains and conducts checks of Emergency Management Systems, equipment, and basic facility operability on a daily, weekly, and monthly basis to ensure functionality during an incident.
Ø Performs public outreach; coordinates and participates in local and regional planning groups; ensures proper information sharing practices and plans dissemination.

Knowledge:
- Principles and practices of emergency management and response;
- Emergency Management Computer systems and programs;
- Procurement and contract process;
- Radio operations and communications;
- Computers and appropriate software;
- Basic accounting principles;
- Grant administration principles and practices;
- FEMA Homeland Security Exercise and Evaluation Plan (HSEEP) standards and guidelines;
- Exercise evaluation and creation of a Corrective Action Program (CAP);
- ICS, NIMS, and NRF (National Response Framework);
- Microsoft Office Suite;
- Banner System;
- Practices and principles of accounting and cost accounting;
- Grants and requirements;
- Response duties and equipment.

Education/Experience:
- Associate's degree, with 3 to 5 years of experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
Licensing and Certifications:
- ICS-100, ICS-200, ICS-300, ICS-400 certifications required.

Working Conditions / Physical Requirements:
- Exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and/or a negligible amount of force constantly having to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for the Sedentary Work category and the worker sits most of the time, the job is rated Light Work.
- Positions in this class typically require fingering, talking, hearing, seeing, grasping, standing, walking, repetitive motions, stooping, kneeling, crouching, and reaching, climbing and balancing, pushing, pulling, and lifting.

Pay: $42,045.37 - $63,829.23 per year
