The Student Financial Assistance (SFA) division is responsible for policy and operations related to state student financial aid. The division manages need-based grant and work study programs, merit and conditional scholarships, competitive grant programs, student loans, and other programs and activities.
About the Position
The Associate Director is responsible for the management of staff and fiscal matters related to the workforce financial assistance programs. With general direction, this position exercises independent judgment in interpreting and applying program rules and regulations to institutions, employers, and students in regards to the workforce programs. This position coordinates with the SFA Program Associate on divisional budgets and internal controls.
Some of what you'll be doing includes:
Supervising classified and exempt employees as assigned.- Administering the state’s workforce financial aid programs, including Washington Health Corps, Educator Workforce Program, National Guard Postsecondary Education Grant, Aerospace Loan Program, Child Assistance Migrant Program, and Childcare Grants.
- Managing administrative and program budgets in compliance with state and federal rules and regulations.
- Overseeing launches and improvements to workforce IT processes and systems.
- Overseeing the collection and analysis of data and development of reports.
- Building and maintaining partnerships with external groups in support of program operations and legislative requirements.
- Preparing, coordinating and writing federal grants and reports for grant funded programs and manage federal, state and local match funds.
- Collaborating with external partners, including the Department of Health, Washington National Guard, WATR Center, Professional Educator Standard Board, and other key institutions related to program improvements and initiatives.
- Overseeing scoring and selection for workforce programs, ensuring equitable practices are applied.
- Managing the production and maintenance of program publications.
Required Education and Experience
A bachelor’s degree in business administration, public relations, health related fields, or a closely related field AND five years progressively responsible professional level work.- Two or more years successfully managing the work of others.
- Previous experience dealing with the interpretation and implementation of rules and regulations.
- Two or more years of fund management experience.
- Superior analytical and problem-solving skills.
- Excellent written and verbal communication skills.
- Ability to complete complex projects within established time frames.
- Ability to travel within the state and nationally.
- Excellent interpersonal skills; ability to work with a diversity of people in a professional and productive manner.
- Strong leadership and management skills.
- Experience with data analysis and presentation.
- Ability to work collaboratively as part of a team.
- Ability to work independently and use good judgement in evaluating and making decisions.

- Proficient in MS Office programs with emphasis on Word, Excel, Outlook and Teams.
- Master’s degree in a related field.
- Knowledge of student financial aid processes.
- Experience and knowledge of health care and health care infrastructure.
- Experience and knowledge of teacher preparation and shortage.
- Experience with process evaluation and improvement.
- Expertise in data analysis, statistics, or similar field.
Compensation
The posted salary is the starting salary consideration. The full salary range is $74,292 - $100,513.
Working Conditions
This is a full-time exempt position, eligible for benefits, leave, and retirement. Work is hybrid, with most of the work currently done from home, with some work at the agency's office in Olympia and some travel throughout the state for select meetings/engagement. Successful candidates must be able to travel to site specific locations (Seattle, Olympia, etc.) when required. Equipment and supplies required to work from home will be provided by the agency, including a computer, monitors, keyboard, mouse, and office chair.
