Southeast Michigan Community Alliance (SEMCA) is recruiting talented professionals who want to contribute and make a difference in our southeast Michigan community!! SEMCA is a Michigan Works! Agency providing workforce development programs to residents in Wayne and Monroe counties, excluding the city of Detroit. SEMCA also promotes work life balance by providing full-time administrative staff a hybrid work schedule. Employees are permitted to work remotely three days per week and only required to perform duties in the Taylor administrative office two days a week.

Job Summary
The Associate Fiscal Manager, New Initiatives, is responsible for managing accounting and related financials processes, primarily as part of implementation of new initiatives. Duties include preparing budgets and financial reports, preparing and analyzing budget to actual reports, and providing financial and budget information. Serves as a fiscal resource to SEMCA leadership, departments, customers, and auditors.
Essential Duties and Responsibilities

  • Analyzes financial information for the purpose of providing recommendations to maximize the use of funds and/or ensuring overall operations are within budget
  • Assists in the creation of a variety of reports to support requests from external personnel (examples are auditors, monitors, grant representatives) for the purpose of providing information and general support
  • Collaborates with Fiscal and Program Managers for the purpose of implementing and maintaining services and programs
  • Compiles data from a wide variety of sources for the purpose of analyzing issues, ensuring compliance, monitoring projections, and making recommendations
  • Maintains manual and electronic fiscal information, files, and records for the purpose of providing an up-to-date reference and audit trail
  • Monitors budget allocations, expenditures, fund balances and related financial activities to ensure that allocations are accurate, revenues are recorded timely, expenditures are allowable and within budget limits and that the CFO is informed of any deviation
  • Facilitates meetings for the purpose of identifying issues, developing recommendations to submit to the CFO, and supporting other staff
  • Prepares a wide variety of materials (e.g., budgets, financials reports, financial statements, analytics, grant reports) for review by CFO, and upon approval for distribution to Program Managers
  • Responsible for timely and accurate submission of required reports to state, federal and local sources for assigned areas and customers.
  • Provides technical assistance on all matters related to fiscal policies and procedures including contract parameters, documentation and billing related to Workforce Development and sub receipients
  • All other duties as directed by CFO

Qualifications:

  • Bachelor of Accounting or Finance degree required
  • Experience with accounting functions including but not limited to accounts payable, accounts receivable, general ledger reconciliation
  • Experience with auditing procedures

Physical Demands
Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials on an LCD screen and smartphone, hearing, and speech sufficient to communicate in person and over the telephone.
