Division Overview
The mission of the Office of Government Reform & Strategic Initiatives (GRSI) is to the lead the creation of a more transparent, open and accountable Baltimore County government and implement programmatic and policy initiatives to support innovative, connected and responsive governing.
GRSI will lead efforts to modernize government operations by overseeing program reviews of department functions, supporting the development of departmental strategic plans, and spearheading an Open Data initiative and creation of a data-driven performance management and an outcome budgeting systems that are central to the County Executive’s goal of more transparent and accountable government. GRSI will also lead the design and implementation of programmatic and policy initiatives that carry-out the recommendations of the Transition Report and support the goals of responsive and connected government.

Position Overview
Collects and analyzes data and evidence, determines the desired outputs and outcomes, and links data to overarching priorities, so that county leaders can use performance management to best administer policies and programs to the benefit of their community and residents. Creates reports, dashboards, maps and various visualizations for the County Executive and Senior Leadership team analyzing departmental data for trends in order to inform decision making.

Essential Job Functions
Data Analysis and Reporting


  • Collects departmental data in order to analyze.
  • Reviews all departmental data and summarize findings
  • Creates data inventory and method for aggregating various datasets.
  • Ability to utilize GIS tools to perform geo-spatial analysis
  • Utilizes Microsoft Excel, Power BI and other analytical software to identify trends in the data.
  • Creates visualizations for open data portal
  • Develops in-depth understanding of underlying data, data structures, and business uses to ensure reports meet client needs.
  • Ability to translate business needs into technical requirements and design user-friendly reports, dashboards, and visualizations
  • Manages employee analytics governance in partnership with key stakeholders
Operational Knowledge
  • Interviews department personnel in order to understand operations.
  • Meets with departmental personnel across all levels of the organizational structure in order to identify issues and areas of concern.

Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Retirement
Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
