- Provide day to day administrative oversight of the DMHAS Cannabis Awareness and Education program ensuring compliance with the CT legislative requirements;
- Administer cannabis awareness programs across schools, colleges, work and community environments;
- Oversee the development of a comprehensive cannabis education strategy which will include a series of media campaigns for various audiences;
- Serve as liaison between the community subcontractors, state oversight and advisory bodies including the Prevention Subcommittee of the Alcohol and Drug Policy Committee (ADPC);
- Implement fiscal and programmatic recommendations, policies and directives of the advisory bodies;
- Develop and monitor contracts and implement midcourse corrections, when needed; and
- Prepare and oversee preparation of state reports, research analyses reports, curriculum development and manuals for evidence-based best practices.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Mental Health and Addiction Services this class is accountable for assisting in the management of a statewide program in a geographical area; accountable for assisting in the management of a specific behavioral health program or serving as a clinical team leader.
EXAMPLES OF DUTIES
KNOWLEDGE, SKILL AND ABILITY
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of experience in business or health care administration or program development involving responsibility for financial management, budget development or grants management or professional health care or social services experience.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) years of experience to a maximum of four (4) years.
- A Master's Degree in public or health care administration or a Master's Degree in business administration with a specialization in health services or hospital administration, a Master’s Degree in social work or a Master's Degree in a related health care discipline may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience managing public health and/or prevention-focused organizations and programs.
- Experience with implementing evidence-based practices.
- Experience with communicating to a wide variety of professionals and stakeholders through speaking publicly, delivering presentations, and conducting meetings, webinars, and teleconferences.
- Experience maintaining collaborative relationships with stakeholders.
SPECIAL REQUIREMENTS
Incumbents in this class may be required to possess appropriate current licenses or certifications.
