This position is located in the Army National Guard (ARNG), Joint Force Headquarters (JFHQ), G-3 office of the Director. The primary purpose of this position is to serve as a budget analyst in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. This is a developmental position with the full performance of Budget Analyst, GS-0560-11 Position Description D2232000. All training must be completed and regulatory requirements met prior to promotion. Performs other duties as assigned.

- NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
- This is an excepted service position that requires membership in military assignment in WV's National Guard, and is required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Male applicants born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered, or you are not eligible for appointment in this agency.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- U.S. Citizenship is required.
- Required to obtain and maintain a satisfactory security clearance, AND, as a minimum, a completed National Agency Check (NAC) prior to assignment.
- The agency will provide additional information regarding what information or documentation will be needed and how you can request of the agency a legally required exception from this requirement.
- Incumbent will be required to complete training in fiscal disciplines; Fiscal Law, Resource Management Information Course (RMIC), Contracting Officer Representative (COR), Automated Fund Control Order System (AFCOS).
- Appointed as an approving authority for release and expenditure of logistics funds and a member of the Program Budget Advisory Committee (PBAC).
- Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
- This is a Certification Level 2 position. Incumbent must obtain this certification in a timely manner.

All personnel applying for this position who do not meet the minimum military grade requirement MUST provide the proper signed memorandum from your respective Military Personnel Office (MILPO for ARNG, FSS for ANG) to prove eligibility to obtain the required grade upon accepting the position. All personnel who exceed the maximum military rank must provide a memorandum explaining if selected for this position, you will accept an administrative reduction in rank. The memorandum must be submitted WITH your application to be considered for this position.
MINIMUM REQUIREMENTS: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE: To qualify as a minimal entry level for the GS-0560-09 position, the candidate must be eligible for entry into the position's financial management certification career program based on the position's GS-grade and/or the candidate's military rank before final approval and appointment is processed. The candidate must have at least three months of basic finance budget training or competencies that provided knowledge of financial principles and procedures. The candidate must have some understanding of the basic principles and concepts of the National Guard financial budget business program requirements. The highly qualified candidate must have at least 12 months of finance budget experiences and competencies that provided knowledge of financial principles and procedures. Candidate must have a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. As a condition of continued employment in the GS-0560-09 position, dependent on the position's certification level and contingent on the employee's military rank, the employee must complete the higher financial management certification within 24 months of appointment to the position.
