Budget/Fiscal Manager, Operations and Finance
The University of Montana invites applications for a Budget/Fiscal Manager. Under the general direction of the Budget Director, the Budget/Fiscal Manager is responsible for identifying relevant insights and compiling analytical reports that enable all levels of constituents across campus to make sound decisions. This position requires independent judgment with minimal and indirect supervision to provide complex analytical support to planning, budget, and analysis functions within the University Budget Office.
The Budget/Fiscal Manager serves as the technical lead for the office, provides systems analysis and project management tools and techniques. This position will be able to recognize business, compliance and data challenges and identify ways in which technology can facilitate achieving departmental and organizational objectives.
The person assigned to this position is responsible for the supervision and management of classified staff members or student employees.
Responsibilities:
- Provide complex analytical support and financial management expertise to university constituents, including designing reports to provide decision support for financial planning and program reviews.
- Determine the clearest and most logical way to present information for reader comprehension, considering the target audience.
- Use budgeting software and data analytic tools to create, maintain, and publish queries, reports, visualizations, dashboards, and metrics for use internally and externally as appropriate to support planning, assessment, and operational needs.
- Serve as key team member in the annual setup of labor and operating budgets, including administering position budgets in the position budgeting software program; troubleshooting problems and resolving errors.
- Exhibit strong analytical skills and a high level of knowledge using data processing software (ex: Excel).
- Maintain all internal and external data interfaces, data reporting, set-up, and maintenance of a Budgeting and Forecasting software, including but not limited to reconciling daily imports, monitor/resolve data integration errors.
- Collaborate with end-users, departmental directors, and others to understand information needs, develop reports to meet needs, and provide expert data insight based on a thorough understanding of Ellucian Banner data attributes.
- Exhibits integrity, creativity, and flexibility when working on projects.
- Demonstrate a willingness and ability to work evenings and weekends when needed.
- Other duties as assigned.
Following a reasonable training period, the person assigned to this position will possess understanding and knowledge of:
- Knowledge of federal and state regulations and UM policies and procedures. Working Knowledge of Ellucian’s Banner suite of software. Data retrieval programs/databases (e.g. Oracle’s SQL Developer)
- Ability to conduct web-based research to troubleshoot issues. Familiar with UC4, JIRA and WinSCP.
- Develop and maintain strong professional relationships with IT Enterprise Technology team members and all university data stewards.

Position Details
- Position is full-time, 1.0 FTE, MUS Contract and includes a comprehensive and competitive benefits package including Insurance package, mandatory retirement plan, partial tuition waiver, and wellness program.
- Salary for this position is $70,000 - $75,000 per year commensurate with qualifications.
Required Qualifications
- Bachelor’s degree in Accounting, Management Information Systems, Finance, or related field, plus five (5) years of relevant work experience; or any combination of experience and education.
- Ability to maintain effective attention to detail, meeting deadlines, multi-tasking, and prioritizing competing demands.
- Demonstrated ability to think strategically and see the big picture to identify the appropriate metrics and data application.
- Exceptional skills using spreadsheet, database query and financial modeling software.
- Strong interpersonal and communication skills with stakeholders at all levels.
- Strong analytical, problem-solving, and organizational skills.
Preferred Qualifications
- Experience with Ellucian Banner Suite and/or Syntellis Axiom Budgeting & Forecasting Solutions Software.
- Familiarity with relational database reporting tools including Tableau, Oracle Reports, SQL.
- Understanding and knowledge of OCHE and BOR policies and procedures.
- Ability to work independently, as a part of a team, or to lead projects as directed.
- Ability to learn organizational structure, policies and procedures.
