The Cosumnes Community Services District is seeking one (1) full-time Budget Manager in the Administrative Services Department. DEFINITIONUnder general direction, the Budget Manager facilitates the development of the District's Operating Budget and Capital Improvement Program (CIP) Budget. Collaborates with Departments throughout the year to ensure budget compliance and recommends amendments as necessary. Participates in the development of multi-year revenue and expenditures projections, study market trends and makes recommendations for new revenue resources. Provides expert professional assistance on budgeting and related matters, providing training as needed to District employees on budget preparation. SUPERVISION RECEIVED AND EXERCISEDReceives general direction from the Finance Director or higher-level position as assigned in the department organizational chart. This position may provide supervision to professional, technical, and clerical personnel in the Finance division.

Plans, organizes, and manages district-wide budget activities, including budget development, analysis, and revisions; maintenance of the budget system and reporting;Participates in the preparation, review, evaluation, and monitoring of capital improvement plans and budgets; monitors and updates operating and capital budgets to reflect budget adjustments and funding changes; reviews CIP requests for technical compliance;Prepares routine budgetary reports and presentations; analyzes significant variances and presents information to departments, management, and the Board of Directors; communicates complex financial accounting to executive leadership on a routine basis;Participates in the development of long-term and short-term strategic financial goals and objectives; develops strategies to optimize budget transparency, planning, and spending patterns; recommends, presents, and implements strategic solutions to fiscal challenges;Provides guidance and solutions to budget matters such as funding needs and transparent communication of financial matters to the public; promotes fiscal sustainability and transparency;Forecasts revenues and expenditures for the District's General Fund, Capital Improvement Projects, and other funds using trend analysis or other appropriate models; assists with forecasting economic trends and predicting the impact on District finances;Reviews district-wide budget adjustments, including transfers, updates, and funding source information; reviews purchase orders for compliance with the procurement policy; ensures compliance with legal regulations and federal, state, and local ordinances;Develops schedules, instructions, and processes related to district-wide budget activities; conducts and oversees budget workshops, presentations, and training to Departments; reviews draft budget submissions and prepares budget forecasts;Serves as a liaison to departments during the preparation, development, and implementation stages of the budget process; coordinates services with other District departments and divisions;Provides financial information and analysis to assist executive management decision-making; provides financial analysis for labor negotiations and long-range budgetary forecasts;Attends meetings to represent the District and may serve on various committees relative to department activities;Develops and utilizes spreadsheets, databases, and other computer applications required to carry out assigned studies, projects, and reports; presents data in an easy-to-understand format to the General Manager, Board of Directors, department heads, and the public;Performs related duties as assigned.

A typical way to obtain the knowledge and skills would be: Education and Training: A degree from a four (4) year college or university with major coursework in finance, accounting, or a related field. Experience: Five (5) years of professional experience supporting finance and accounting programs, preferably in the public section, with two (2) years of lead responsibility.
