General Description

The purpose of this position is to plan, direct, and supervise the daily operations of the Building Department. This position interprets, administers, and enforces all building codes in the City of Apopka, which includes the issuance of all building, electrical, mechanical, plumbing, mobile home, gas, and swimming pool permits. This position performs various public education activities, departmental record keeping, budgeting, and training employees through certified programs. Reports to the Community Development Director.


Essential Job Functions

Plans, directs, administers and supervises the daily operations of the Department, ensuring the effective and efficient delivery of related services.

Supervises department employees, which involves such duties as instructing, assigning, and reviewing work, maintaining standards, acting on employee problems, selecting new employees, appraising employee performance, recommending promotions, discipline, termination, and salary increases.

Plans, organizes, and administers activities of the building inspections program; administers compliance with the City’s building, plumbing, gas, electrical, mechanical, and other regulatory codes; and subdivision regulations; flood prevention ordinance; building and state handicap accessibility requirements.

Interprets and explains codes, ordinances and regulations to contractors, homeowners, and other interested parties.

Conducts building plan reviews to determine code compliance before the issuance of permit.

Receives, reviews, prepares and processes various records and reports to include building plans, plats, deeds, building/zoning permit applications, fire reports, claims, expense reports, budget reports, requisitions, FEMA reports, etc.

OTHER DUTIES: Presents information to the public, various public interest groups and civic organizations. Provides administrative support to various boards and commissions. Makes presentations to the construction board of appeals concerning building matters. Presents information to the board of zoning appeals.

Performs all other duties as assigned.


Qualifications

Must be licensed by the state of Florida as a building code administrator per chapter 468 FL statute.

Requires a Bachelor's degree in planning and development, business or public administration, engineering, building construction or related field supplemented by ten to fifteen years of experience in architecture, engineering, inspecting, working as a contractor, or superintendent of construction, or any combination of these with five years minimum at the managerial level, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

Valid state driver's license for using City vehicles.

  • Physical Requirements

    Standing, walking, climbing or balancing, stooping, kneeling, crouching, or crawling, tasting or smelling, and lifting up to 25 pounds under 1/3 of the time; sitting, gripping or feeling with hands, and reaching with hands and arms 1/3 to 2/3 of the time; and, talking or hearing over 2/3 of the time. Lifting up to 25 pounds.
