Position Purpose*
The business analyst manages assigned development projects by interviewing users and customers to understand project requirements and deliverables, developing detailed specifications, defining scope and priorities, communicating requirements to developers and quality assurance colleagues, scheduling work, ensuring project deadlines are established and adhered to, testing deliverables, and communicating project goals and processes to the customer.
An individual may be hired as a business analyst based on prior experience and aptitude. A Business Analyst 15 meets the expectations of the job description, requires some direction and handles medium complexity projects with competence.

This is a mid-level IT position reporting to an assigned IT Project Leader. The position functions as an individual contributor. It has no supervisory responsibilities.

Responsibilities*

• Work with end users to determine needs (data, screens, processes, reports) and develop scope
• Research and document existing workflows and systems then makes recommendations where improvements can be made
• Develop an understanding of how solutions will impact present and future business needs
• Provide documentation in various forms including specifications, user stories, acceptance criteria, process flows, support documentation and other requirements artifacts to satisfy quality and completeness standards
• Provide scope, high level estimates, organization and prioritization for various project efforts
• Facilitate product backlog grooming sessions to prioritize work, update and organize user stories, and solve product related problems
• Excellent business administration and communication skills including presenting to business users, senior management, and technical teams
• Act as ASTM’s liaison with external vendors and consultants
• Communicate with all levels of the organization in multiple forms including status reporting and requirements clarification
• Conform to generally accepted technology and web standards as adopted by ASTM
• Work independently with a minimum amount of supervision
• Perform testing and training to ensure successful project results
• Keep current with advances in both technology and technique (i.e.: web, client/server; rapid application development techniques; relational database methodology)

Minimum Requirements*

• Bachelor’s Degree in Computer Science, Management Information Systems, or related fields of study
• 3+ years’ hands-on experience in technology implementation
• Facility with Microsoft Office applications
• Thorough knowledge of information technology concepts and technologies and computer systems hardware and software, including various systems architectures and internet protocols
• Highly developed soft skills that include the following:

• Creative and strategic thinking that includes detailed and big picture perspectives
• Effective communication that includes active listening and interaction with all levels of an organization
• Analysis and problem-solving skills
• Time management skills

Preferred Qualifications & Competencies*

• Excellent communication skills (oral, written, interpersonal, listening) with ability to prepare and deliver presentations to people in technical and managerial positions
• Experience in web development, team leadership, and testing processes and methodologies
• Knowledge of Technology issues underlying eCommerce, web personalization, enterprise application integration, outsourcing/ASPs, and eCRM. Ability to get projects finished on time and on budget
• Experience and understanding of the Standards Development and Publishing processes
• Familiarity with the operation and structure of ASTM’s Compass platform or similar digital publishing platforms
• Experience in converting business requirements and functional requirements to use cases, epics, and user stories with acceptance criteria
• Experience using issue tracking and collaboration software like Jira and Confluence
• Experience testing and troubleshooting web-based applications
• Familiarity with writing, reading and running scripts and queries in SQL
