Job Description:
The Department of Healthcare and Family Services, Division of Finance, Bureau of Collection Services is in search of a highly qualified candidate with medical and/or case management skills to serve as Health Insurance Premium Payment (HIPP) Caseworker within the Third-Party Liability Health Insurance Premium Payment (HIPP) Unit. The ideal candidate will demonstrate excellent verbal and written communication skills, as communicating with clients, health insurance companies, health providers, and various health organizations is key to be successful in this position. Experience with medical terminology and treatment, as well as analysis of health insurance policies to determine cost effectiveness is useful in this position. The preferred candidate will exhibit the ability to plan, prioritize, and follow up on tasks to ensure such are completed accurately and timely.

Job Responsibilities
- Serves as a Health Insurance Premium Payment (HIPP) Caseworker for the Department of Healthcare and Family Services, Division of Finance, Bureau of Collection Services, Third-Party Liability (TPL) section
- Reviews HIPP referrals, customer diagnosis, and past medical usage
- Reviews available health insurance policies and plans to determine if they meet customers’ medical needs
- Enrolls and disenrolls customers from the HIPP Program
- Processes financial instruments to pay premiums in a timely manner
- Reviews customers’ actual medical usage and compares to current benefits to re-evaluate the cost effectiveness of the health plan
- Discuss, advises, and trains consultants regarding Department requirements and proper application of HIPP policies and procedures
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years of college with courses in medical social work
- Requires two years professional experience in fields related to medical social work
Preferred Qualifications
- One (1) year of experience in federal, state, local and agency legislation requirements pertinent to public assistance, medical care, and rehabilitation assistance
- One (1) year of experience in medical case management
- One (1) year of experience with medical terminology and treatment
- One (1) year of professional experience communicating with insurance carriers and health providers regarding coordination of healthcare benefits
- One (1) year of experience in cost analysis calculations to determine payments
- One (1) year of experience utilizing Microsoft Office Applications such as Access, Excel, Outlook and Word or similar software

- Requires the ability to maintain and utilize state issued equipment such as a laptop
