Job Summary:

The Recertification Specialist will directly manage the Refugee Career Pathway (RCP) Program and provide day-to-day program management. He/she will assist clients with enrollment and ensure provision of services to all program participants.

Essential Functions:

  • Maintains current knowledge of recertification and licensing processes, costs and requirements and works with participants to choose appropriate options.
  • Identifies eligible Afghan clients in all Maryland jurisdictions and provides orientation and enrollment.
  • Completes intake and develops realistic career ladders for each participant.
  • Provides case management services including recruitment and enrollment of highly skilled refugees eligible for recertification.
  • Removes barriers to re-certification and accreditation of foreign-obtained degrees and certifications (i.e., gather, translate, assess, and evaluate degrees/credentials obtained in another country).
  • Removes barriers to employment so clients can successfully transition from gateway jobs into career track jobs by:
  • Studying for and passing re-certification exams.
  • Enhancing or developing new skills (e.g., English, computer skills, writing);
  • Developing an understanding of how the U.S. workforce operates (e.g., how to write a resume/cover letter, interviewing, references); and
  • Obtaining U.S.-based references and work experience.
  • Assists participants in acclimating to professional work in the United States by utilizing professional mentors and networking groups that offer opportunities (e.g., apprenticeships) including in high-demand employment sectors.
  • Develops a comprehensive job search strategy and links clients to tools and resources (e.g., Maryland State Employment Services), recruit employers, and help participants secure career track jobs in Maryland that align with industry needs for Maryland’s economy and help participants attain long-term self-sufficiency.
  • Works closely with participants to achieve translation and evaluation of credentials.
  • Follows up regularly with participants to ensure timely achievement of individual/program goals.
  • Builds relationships with local employers and professionals and provides networking opportunities to participants.
  • Works closely with LSS/NCA Employment Coordinators to ensure placement for program participants after recertification completion; provide Employment Services to all participants.
  • Adheres to current requirements for participant placement and follow-up.
  • Adheres to all RCP guidelines and produces semi-annual performance reports in a timely manner.
  • Works as part of the program team and participates in staff meetings and in-service trainings.

EDUCATION AND/OR EXPERIENCE

  • Bachelor's degree or equivalent
  • Three to five years’ experience working with adult English Language Learners, job seekers, or a combination thereof
