BASIC FUNCTION:
The Chief Assessor is responsible for the quinquennial and interim certification of all real and personal property, the administration of the motor vehicle excise tax, and statutory tax exemption programs, as well as working with City officials to set the annual tax rate. The position performs highly technical, analytical, and complex work in the appraisal of property in accordance with state and local statutes and regulations.
SUPERVISION: Works under the general direction of Finance Director/Auditor and the Mayor. Oversees staff that typically includes Assistant Assessor, Supervisor of Data, and Administrative Assessor as well as appraisal vendors.
RESPONSIBILITIES:
- Responsible for the oversight and management of the Assessing Office which includes conducting the appraisal analysis necessary to annually produce new assessed values for all types of real and personal property, in accordance with DOR regulations.
- Implements a cyclical property re-inspection program and prepares quinquennial certification of property values for the State Department of Revenue.
- Meets with taxpayers and their representatives concerning questions of valuation, assessment, abatement and exemption, and policy.
- Represents the Board at hearings before the Appellate Tax Board and District and Superior Courts.
- Assesses and administers motor vehicle excise tax program.
- Prepares in a timely manner all statistical analyses, reports, and forms required to carry out the duties of the Assessing Department, including preparation of reports and forms associated with setting the annual tax rate.
- Appraises property as appropriate according to market, replacement cost and capitalization of income approaches to value.
- Examines deeds, maps, building plans, permits, and market data in order to obtain real estate market data and to locate all taxable and tax-exempt property.
- Conducts inspections of property as necessary and appropriate.
- Working with the Auditor and other department heads, produces the annual Tax Recapitulation Sheet that determines the annual tax levy and sets the tax rate.
- Makes frequent contact with the general public, city officials, attorneys, members of the banking and real estate communities, appraisers, and state agencies.
- Manages the department’s information systems and databases.
- Analyzes market conditions and determines trends and changes and their effect on local assessments; develops and maintains knowledge of all properties and market characteristics in the City.
- Annually prepares and administers a budget for the Assessing division of the Finance department.
- Utilizes the City’s website and media to address assessing matters and promote quality assessing practices.
- Prepares the valuation and commitment lists and sends the commitment with a warrant to the City Collector.
- Processes and acts on abatement and exemption applications and sends copies of approved abatement or exemption certificates to the City Collector and to the Auditor.
- Commits delinquent municipal charges, including water and sewer liens and charges, to tax bills.
- Serves as Chair of the Board of Assessors.
- Performs other related duties as required.
EDUCATION & EXPERIENCE:
Bachelor’s Degree in Business, Finance, Economics, or a related field. Five (5) to seven (7) years of progressive responsibility experience as an assessor or property appraiser or in a related field. Massachusetts Assessor Certification (MAA, RMS, CMA) or completion of assessing courses offered by the Massachusetts Association of Assessors or International Association of Assessing Officers. Any equivalent combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
License and Certifications
In accordance with the Department of Revenue regulations (830 CNR), any person who is elected or appointed as an assessor is required to complete the basic course of training and pass the examination prepared by the State Revenue Commissioner within two years following election or appointment, except as otherwise provided for in the statute.

Must obtain state certifications of Massachusetts Accredited Assessor (MAA) within two years of appointment. Must maintain MAA certification through continuing education during time of employment.
KNOWLEDGE, SKILLS & ABILITIES:
Knowledge:
- Working knowledge of the principles, practices and Massachusetts laws relating to municipal finance and property assessments for tax purposes.
- Knowledge of real estate, including building styles, deeds, subdivisions, and mapping.
Skills:
- Familiarity with computerized software systems, especially the Vision Appraisal CAMA Software, the Softright Municipal Management Software System and the Microsoft Office Software applications.
- Establishes and maintains effective working relationships with employees, city officials, and the general public.
- Attention to detail and high level of accuracy.
- Records maintenance skills.
- Excellent interpersonal skills.
Abilities:
- Ability to investigate and analyze information and draw conclusions.
- Ability to read deeds, search titles and data enter the information into the Vision Appraisal CAMA database.
- Aptitude for working with numbers and good attention to detail.
- Ability to communicate effectively both verbally and in writing to effectively deal with all members of the public in an honest, courteous and tactful manner.
Physical Requirement:
While performing the duties of this position, an employee is regularly required to sit, talk, or hear, in person and by telephone, use hands to finger, handle, feel or operate standard office equipment, (such as calculators, copiers, typewriters, fax and personal computers) and reach with hands and arms.
WORK ENVIRONMENT:
Standard indoor office environment. The noise level in the work environment is usually low to moderate. Outside field work is conducted under varying conditions with exposure to some occupational risk.
