Responsibilities:
The Information Technology department is seeking a Chief Data Officer (CDO) (Manager III) to join their management team.

Key Responsibilities
  • Executive Leadership: Demonstrate and make extensive use of strong executive leadership qualities, and quickly establish credibility within the organization. Lead cross-functional groups in a unified direction and resolve conflicts in setting priorities. Manage a team of data engineers, analysts, and DBAs.
  • Data Governance & Compliance: Oversee data governance, digital records management, and data compliance programs throughout the organization in coordination with our Legal, Information Security, and IT departments. Develop and manage process to ensure ongoing compliance and foresight for upcoming needs. Coordinate with other parts of the organization to establish and execute on a Data Quality program.
  • Strategy & Execution: Responsible for the ongoing development and cross-functional alignment of the enterprise-wide data strategy and associated roadmaps (including platform design, vendor selection, and data products selection). Clearly communicate and gain alignment on that strategy from key stakeholders at various levels of the organization. Establish, measure progress, and regularly report progress against key success metrics.
  • Data Architecture: Establish and evolve the enterprise data architecture, considering existing architectural components and foreseeing opportunities with leading-edge technologies drawn from cloud, AI/ML, integrations, data lake, and visualization. Continuously update reference data architecture based on changing needs, and key developments in technology. Continually optimize elements of the data stack (e.g. ETL, data virtualization, validation, monitoring & remediation). Build internal framework for data catalogue, usage tracking, cost allocation, permission control, compliance check & audit report.
  • Partnerships and Integrations: Leverage strong industry network to develop new tools, integrations, and collaboration with key players in the government ecosystem. Develop and prioritize a backlog of key integration partners in conjunction with the rest of the IT organization. Manage vendor relationships, data contracts, license, cost, reporting, and audits.
  • Data Driven Culture: Create a positive environment for experimentation and foster a culture where decisions are driven by data. Leads initiatives to support the business and the mission through enablement and data democratization while maintaining guardrails on data access. Build and lead a team of data analysts and business intelligence experts to drive data driven insights for our product teams. Work with managers and other data users to ensure their data needs are met. Provide insights and exposure to data products they may find useful.
  • Service Delivery & Product Management:
    • Create & execute on roadmaps, develop strategies for improvements, monitor service tickets, serve as an escalation point, and maintain communications to users concerning system wide issues.
    • Oversee efficient management of databases supporting critical enterprise systems.
    • Design and develop quality process and procedures to ensure effective availability, definition, and integrity of data assets.
    • Work with data stewards to define data rules, develop reference data and master data to support business initiatives and projects.
    • Develop and maintain documentation on execution of the processes and data including data lineage, metadata, and required data governance outputs.
    • Ensure compliance to Enterprise Data Governance policies and standards while defining the data definition and data quality framework for Master Data Management.
    • Collaborate with the data owners from the line of businesses (LOB) to define data transformation and data integration rules in the formation of enterprise dashboards
    • Identify and propose new data sources to enhance the breadth and quality of the data captured and processed.
    • Maintain necessary processes, controls, and procedures to ensure data accuracy and integrity.
    • Provide analysis and recommendations to business stakeholders in making decisions related to data rules.
    • Develop and present professional quality presentations and demonstrations to both engineering and business stakeholders on system strategy, design, and project progress.
    • Promote to the Enterprise the use of decision support tools (data virtualization, analytics & reporting).
    • Manage team capacity, talent, learning & growth, and financials.
    • Actively engage subject matter experts, directors, and functional experts to further our self-service goals.
    • Create an environment where employees feel safe to raise issues, empowered to address issues, and supported to resolve issues.
Qualifications:
  • Bachelor's degree or equivalent training and experience, plus a minimum of 17 years of related and progressively responsible experience.
  • 5+ years of data management and data analysis experience preferred.
  • Demonstrated success in delivering multiple enterprise-grade projects on time and on budget.
  • Experience leading compliance or governance initiatives, preferably related to data, strongly preferred.
  • Experience building and leading teams of data architects and developers, analysts, and business intelligence experts.
  • Ability to convey highly technical information with clarity and precision in an engaging and convincing manner to a broad range of internal stakeholders.
  • Familiarity with data governance, security-by-design and privacy-by-design principles, and digital licensing is strongly preferred.
  • Familiarity with common analytics and data technologies such as enterprise data warehouses, data lakes, modern AI/ML techniques, and the major cloud vendors is preferred.
  • Substantial management experience, preferably supervising database and data analytics teams.
  • Strong background and understanding of enterprise information management, including metadata, reference data, data quality, data lineage practices and big data solutions.
  • Prior experience with data warehouse technologies, ETL, and business intelligence.
  • Expertise & experience in SQL programming.
  • Experience in enterprise data governance to design, develop and document data related policies, standards, procedures, and processes.
  • Working knowledge of Oracle, Microsoft SQL Server Databases.
  • Understanding of SLAs and KPIs required.
  • Ability to articulate complex concepts in a clear manner.

  • Working knowledge of Python, SAS, R and other analytical tools is a plus.
  • Working knowledge of Denodo and PowerBI including DAX is preferred.
  • Working knowledge of Oracle RAC, Grid, RMAN, OEM, RingMaster and TDE is preferred.
  • Working knowledge of Oracle Exadata infrastructure is preferred.
  • Working knowledge of Oracle EBS environment is plus.
  • Ability to commute to primary work location at the Losee Road facility in North Las Vegas, NV when needed.
  • Ability to work in excess of 40 hours per week due to projects, activities, and emergences (critical operational demands may occasionally require off-shift work).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Annual salary range for this position is: $168,979.20 - $274,601.60.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
