Chief Deputy Auditor Job at Spokane County Washington
This position is responsible for planning, directing, managing and overseeing the activities and operations of the Auditor’s Office including elections, accounting, recording and motor vehicle licensing. The Chief Deputy performs all statutory duties of the County Auditor during the Auditor’s absence. This classification is exempt from Fair Labor Standards Act and is considered an “at-will” position.
TOTAL COMPENSATION: $97,462 - $136,410 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.
Performs all statutory duties in the absence of the County Auditor. Represents the Auditor on policy, regulation and legislation and, as appropriate, to special interest groups, local, state and federal agencies and legislative representatives.
Ensures the department operates in a timely and lawful manner.
Facilitates the development and operation of software and operational reporting systems and other programs relative to elections, accounting, recording and motor vehicle licensing
Assists the County Auditor in directing all sections of the Auditor’s office, including Accounting, Recording, Elections and Motor Vehicle Licensing. Works with department managers to ensure effective dissemination/coordination of work load. Identifies opportunities for improvement; makes recommendations to the County Auditor for the more efficient operation of the department.
Oversees all personnel activities including the supervision, direction and implementation of personnel policies and procedures, i.e. recruitment, selection, orientation, appraisal, training motivation and discipline in accordance with County and department rules and regulations and in compliance with relevant labor contracts. Supervises personnel disciplinary matters, as well as responses to grievances and complaints filed.
Recommends and assists in the establishment and implementation of policies, procedures and standards for the efficient and effective operation of assigned areas. Leads the development of short and long-range strategic plans, goals and objectives for the County Auditor’s approval.
Assists the County Auditor by directing the development, amendment and the continuous monitoring of Spokane County Auditor’s department budget. Directs the forecast of additional funds needed for staffing, equipment, materials and supplies. Analyzes complex budget problems and makes recommendations for solution.
Coordinates efforts of this department with all other departments, elected officials, school districts, agencies, organizations and individuals as needed. Provides assistance to the Auditor and Board of County Commissioners.
Participates in the development and review of County compensation proposals for collective bargaining agreements and for non-represented employees.
Participates in a variety of boards, committees and commissions; attends and participates in professional group meetings; stays current in the field of elections, accounting, recording and motor vehicle licensing.
Performs other duties as assigned.
EDUCATION AND EXPERIENCE: A Bachelor’s degree from an accredited college or university in the area of business administration, accounting, finance, public administration, or a related field AND six (6) years of progressively responsible financial management or accounting experience, including three years with management or supervisory responsibilities. Additional experience in the above areas may substitute, year for year, for education.
LICENSE/CERTIFICATION: CPA is highly desirable, but not required.
