The Oregon Department of Education, Early Learning Division is excited to announce a permanent opening for a Child Care Policy Research Analyst (Research Analyst 3). The Early Learning Division is in the process of becoming the Department of Early Learning and Care, a new agency that will elevate the State’s focus on birth-five programs and child care across Oregon. This position will play a critical role in the development of the Early Learning Division as its own state agency by designing and implementing research projects related to child care and lead the planning, collection, analysis and reporting on data related to child care and the child care system in Oregon, in order to support division reporting and policy-making

Early Learning Division
– a Division that prides itself on enabling Oregon's young children and families to learn and thrive. The Division is responsible for overseeing the state’s Head Start, Pre-Kindergarten, and Relief Nurseries programs, among others; and licensing Oregon’s child care providers.

What you will do:
This position will design and conduct research and data analysis in consultation with division leadership, Child Care Policy team and the Research Team. They will lead the planning, collecting, analysis and organization of data for reporting related to the
Child Care Development Fund (CCDF
) and work closely with the state CCDF Administrator to support CCDF reporting activities. This position is responsible for working with agency and non-agency partners to gather information and receive data, including but not limited to the Child Care Resource and Referral agencies, Oregon Department of Human Services, Oregon State University, Portland State University, and Western Oregon University. This position will also provide consultation to and respond to requests for data related to child care in Oregon from division staff, other agencies, and external partners.
This position has a great deal of freedom in managing one’s workload, collaborating with others, and determining the best strategies to complete projects. While this position works with a fair amount of independence, you have a supportive team and supervisor to provide direction and assistance as needed.

What we are looking for:
Candidates with a Bachelor's Degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures, and one year experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports; OR
Four years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.
In addition, we are looking for applicants that have the following Desired Attributes:
- Demonstrated qualitative and quantitative skills and knowledge of research methods
- Experience using advanced statistical or quantitative analysis computer applications
- Demonstrated ability to independently design and implement research initiatives and data analysis
- Knowledge of early childhood research and/or child care policy
- Demonstrated ability to use research and data to support policy development
- Ability to clearly present data and research finding to a variety of audiences, both in writing and with graphics
- Demonstrated ability to use research and data to reduce historical disparities in outcomes, including ability to use culturally responsive engagement tools as part of the research process
