WORKERS COMPENSATION CLAIMS COORDINATOR

Definition
Responsible for coordinating the workers' compensation and loss prevention programs for the town; acts as administrative and legal support staff to the legal department; all other related work, as required.

Supervision
Works under the general supervision of the Deputy Town Counsel/Workers’ Compensation Agent.

Responsible for varied workers’ compensation and line of duty injury functions which require judgments that are guided by statute, established guidelines, or precedents; work involves the ability to interpret and apply statutes, regulations, policies and procedures to a wide variety of individual projects and situations.

Work Environment
Work is performed under typical office conditions. The workload is subject to unplanned fluctuations. Employee may be required to work beyond normal business hours in response to completing work assignments.

The employee operates standard office equipment.

The employee has regular contact with department heads/town personnel, courts, state agencies, attorneys, vendors, safety organizations and medical providers, by telephone, writing, fax and e-mail; contact with injured employees is in person.

The employee has access to confidential information, including legal proceedings, personnel files, collective bargaining negotiations, bid documents and medical records.

Errors in filings and benefit calculations and payments could result in delays in administering claim benefits and have monetary and legal ramifications for both employees and the town.

Essential Duties and Responsibilities

Investigates and reviews all claims for work-related injuries or deaths to assist determination of benefits eligibility.

Locates, interviews and obtains and transcribes sworn statements from injured employees and witnesses to claimed injuries, illnesses and/or deaths.

Computes, compiles and verifies all benefit amounts as required by state statute; determines eligibility for and amount of Cost of Living Adjustments; oversees all town departments' statutory filing and reporting requirements and deadlines.

Determines, monitors and/or processes all statutory Department of Industrial Accident ordered payments; prepares all conference and hearing documents for Department of Industrial Accidents dispute resolution proceedings.

Coordinates the medical management and rehabilitation of injured employees with town staff and outside medical providers.

Reviews and adjusts hospital and medical bills (including fire and police line-of-duty injuries) to conform to state guidelines.

Investigates, reviews and analyzes work-related accidents and injuries to determine and correct hazardous conditions or educate and train involved employees in appropriate and safe methods and/or procedures to increase safety and minimize claim exposure; addresses employee and management concerns regarding potential hazards in the workplace.

Assists in preparing department budget; monitors and maintains the department’s budget, accounting, payroll and leave time records; reviews and approves weekly department accounts payable records.

Performs a variety of administrative duties; types assists in the preparation of legal documents, such as briefs. affidavits, pleadings, memoranda of agreement, etc., and legal correspondence, including the processing of subrogation claims; takes or relays telephone calls and messages; schedule and/or confirms appointments.

Schedules and prepares for depositions of physicians, employees, attorneys and others.

Performs similar or related work as required, or as situation dictates.

Recommended Minimum Qualifications

Education and Experience
Bachelor’s Degree; three years of legal, administrative or claims processing experience; industrial safety training; municipal experience desirable; or an equivalent combination of education and experience.

Knowledge, Ability and Skill
Knowledge of workers’ compensation law, medical and legal terminology.

Ability to work independently. Ability to interact appropriately and tactfully with town officials, town employees, physicians, lawyers and government agencies. Ability to make reasoned and defensible judgments.

Strong written and oral communication skills. Excellent analytical and organizational skills..

Ability to effectively use Town IT equipment and software including computer skills in MS Word and Excel.

Performance of duties requires strong communication skills and the ability to read for understanding and analytical purposes.

Physical Requirements
Work performed in the office requires minimal physical effort. Ability to travel to different locations in town and occasionally out of town. Ability to work late into the evening hours.
