This is responsible administrative work coordinating the enforcement activities of various County ordinances and codes relating to zoning, public nuisances, and land use. This class does not perform inspection duties related to the construction and alteration of buildings and structures which are characteristic of the Building Inspectors. This position has extensive public contact and interaction with business and property owners, renters, County employees and elected officials. Effective handling of contacts is of significant importance and the employee is expected to deal effectively and courteously with the public, and exercise tact and discretion at all times.
ESSENTIAL FUNCTIONS:
Provides information to public on nuisance and land development code and ordinance requirements and compliance. Provides notification of violations to property owners and archives compliance by issuing warnings and citations when necessary; locates owners of property using tax rolls, maps, and court records. Investigates reports of violations of laws relating to nuisances and the land development code which typically include illegal home occupations, illegal second units, illegal home or structure placement, fence violations, illegal signs, graffiti, debris, weeds, inoperable and illegal vehicles, sanitation problems and noise violations. Monitors sites for compliance, conducts follow-up investigations, and oversees abatement of violations. Keep field notes, takes photographs and writes letters and notices. Prepares detailed written reports and routine correspondence; provides evidence and testimony at County hearings and in court. Maintains inspection files and databases; attends meetings and conferences as assigned. Be prepared to be a witness in prosecution proceedings. This duties and responsibilities of this position may not be completed remotely.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of zoning, land use codes and nuisance ordinances and enforcement procedures. Knowledge of investigative techniques used in inspecting residential, commercial, and non-conforming land use activities to ensure compliance with code, zoning, and ordinance requirements. Ability to read, interpret and apply laws, maps, and legal documents pertaining to land use and development. Ability to identify violations and use proper judgment in determining the degree of compliance with various laws based upon evidence. Ability to deal firmly, tactfully, and effectively with the public in difficult situations. Ability to maintain records and prepare clear, concise and complete written reports. Ability to operate a personal computer including internet research and office programs including Word, Excel, and familiarity with ARC Map/ARC View software.
MINIMUM QUALIFICATIONS:
An Associates of Arts Degree with four (4) years of experience in code or law enforcement, planning, or a closely related field that involves field investigative work and public contact is preferred; or a High school diploma and six
(6) years of a combination of work experience and training. Possession of a valid state of Florida driver’s license with a favorable driving record.
