Work Environment:

Work is usually performed in a normal office setting but may involve travel to jobsites. Interactions with the public may involve regular meetings with design professionals, contractors, land use professionals and developers. Interactions with the general public may involve responding to upset individuals.

Summary

The role of the community development manager is to oversee the planning and development of the township. Work cooperatively with the planning and zoning department, recreation department and the code compliance department to ensure consistent enforcement of our ordinances and rules. Oversee all township planning/development initiatives, review and update township comprehensive plan, zoning ordinance, subdivision/land development ordinance, building code ordinance and other applicable ordinances. Oversee the development and maintenance of the Township parks to include review and development of recreation, park, greenway, pathway, and open space plans and park master site plans. Compile and analyze land use, economic, environmental, transportation, demographics, historic data to assess future short-term and long-term community needs while balancing conflicting interests. Present reports and projects to Township staff and Commissioners for further evaluation to coordinate short-term and long-term needs of the Township. Develop working relations with residents, community groups and organizations both within the community and with neighboring communities; prepare studies and reports on planning, economic, housing and transportation related issues; draft legislation pertaining to land use and development; ensure protection of the natural and cultural environment; develop and utilize computer technology to assist in planning processes through mapping, forecasting, and predicting trends; seek funding to off-set infrastructure costs.

Essential functions

  • Oversee community development and assist in the preparation and evaluation of reports, studies, legal agreements, ordinances, and ordinance amendments such as comprehensive plan, zoning, subdivision, and land development ordinances, etc., compile information and draft documents in conjunction with Township Solicitor.
  • Prepare and present compiled, detailed documents and reports to Township Boards regarding planning and developmental proposals to ensure balance between population growth, development and citizen’s expectations for quality of life.
  • Oversee the planning, development, and maintenance of the Township’s parks. Review park connectivity and pathway connections to the community and prioritize park expansion and improvement initiatives.
  • Pursue various funding sources to off-set Township costs for infrastructure improvements.
  • Remain informed about economic and pending legal issues related to zoning, code compliance, transportation, and environmental issues.
  • Ensure protection of the natural, cultural and heritage environment by educating the public and implementing new regulation and procedures, as appropriate.
  • Provide information to the public including the organization of public meetings and focus groups on Township plans and initiatives towards development and preservation.
  • Coordinate with adjacent municipalities, the school district, county planning, environmental groups, citizen groups, and applicable partners for encouraging partnerships for addressing land use, transportation, pathway connections, socio-economic and environmental issues.
  • Conduct research on economic trends and municipal development initiatives around the U.S. (and beyond) for future growth and development in order to recruit and attract modern businesses to Manheim Township.
  • Proactively seek out developers and financiers who have the vision to assist us with achieving our development goals.
  • Develop and enhance computer technologies to analyze planning processes and to quantify land use, population, transportation trends.
  • Attend evening meetings, as required.
  • Conduct research and offer recommendations thereon for community planning projects as requested by the Board of Commissioners. This may include:
  • Examining economic data and trends regarding industry and employment trends, as well as open space preservation.
  • Developing new opportunities in community development, both within Manheim Township and in collaboration with neighboring municipalities. (“Neighboring” does not necessarily mean contiguous.)
  • Exploring best practices and innovations in other communities (in PA and beyond) to ensure that we stay ahead of the curve in advanced development and planning practices
  • Identifying new partners for planning and development ventures.
  • Seeking opportunities for infill and repurposing of existing industrial and commercial spaces.
  • Advise the BOC on needs for adjusting zoning ordinance and other applicable ordinances and/or regulations so that they better meet the constantly changing needs of Township government and the aspirations of township residents.

Other functions

  • Prepare maps, charts, diagrams, and overlays for presentations, reports, and studies.
  • Document project activities and organize files and maintain reference resources.
  • Represent Township in legal proceedings concerning department e.g., court hearings, negotiations, legal agreements.
  • Participate in training, education, and professional programs to expand knowledge in planning field and ordinance enforcement.
  • Present projects to outside groups, planning commission, the Board of Commissioners and other Township Boards and Commissions.
  • Serve on planning committees and attend meetings, as required.

Physical Requirements

  • Ability to sit or stand for long periods of time while working at a desk or computer.
  • Ability to travel throughout the Township and to neighboring communities.
  • Must be able to lift to 15 pounds at times.
  • Must be able to navigate outdoor terrain, if conducting field investigations.

Knowledge:

  • Thorough knowledge of department and Township policies and procedures.
  • Thorough knowledge of PA Municipalities Planning Code.
  • Thorough knowledge of land planning.
  • Thorough knowledge of Township Land Use Ordinances.
  • Thorough knowledge of geographical features of Township.
  • Thorough knowledge of inspection practices and procedures.
  • Advanced knowledge of Stormwater Management.
  • Advanced knowledge of related state and federal requirements, i.e., Wetland requirements, Pennsylvania Department of Transportation requirements, and Pennsylvania Department of Environmental Protection.
  • Knowledge of effective writing techniques.

Skill:

  • Operation of computer and advanced knowledge of computer programs.
  • Use of specialized computer programs such as GIS programing.
  • Read and interpret blueprints, site plans and engineer drawings.
  • Use of basic office equipment.

Abilities:

  • Ability to demonstrate teamworking skills to deliver programs, reports, and studies in a timely manner.
  • Ability to demonstrate excellent verbal and written communication skills.
  • Ability to multi-task while maintaining attention to detail.
  • Ability to apply a planning process appropriate to situations, e.g., assess problem/opportunity, goal setting; alternate strategies; implement and evaluate.
  • Ability to apply a set of regulations to varied land use requests, assess feasibility of request, and recommend appropriate course of action.
  • Ability to interpret charts, diagrams, reports, zoning maps, and development/design plans.
  • Ability to develop and maintain effective working relationships with residents, community groups and organizations both within the community and with neighboring communities.
  • Ability to resolve conflicts in a tactful and diplomatic fashion.
  • Ability to prepare and maintain accurate records.
  • Ability to prioritize work schedule for time sensitive projects.
  • Ability to work independently or in a team environment.
  • Ability to facilitate in-person and/or virtual public meetings.

Required Education and Experience

Bachelor’s degree in urban planning, regional planning, environmental planning, or a related field.

5 years’ experience as an urban planner, regional planner, or environmental planner.

Preferred Education and Experience

Master’s degree in urban planning, regional planning, environmental planning, or a related field.

8 years’ experience as an urban planner, regional planner, or environmental planner.

Certification by American Institute of Certified Planners (AICP)
