This position is assigned to Affordable Housing/Economic Development:
The purpose of this job is to provide technical assistance to sub recipient agencies in implementing affordable housing and community development programs and to assure compliance with government regulations and contract provisions. Duties and responsibilities include, but are not limited to, performing Community Development Block Grant (CDBG), HOME Investment Partnership, and economic development related projects and activities for program operations, monitoring, and oversight, overseeing the daily operations of sub recipients and assuring compliance with issues such as labor, common rule compliance, programmatic and regulatory technical assistance and monitoring and performing additional tasks as assigned.
When assigned to Community Development, Continuum of Care Homeless Services and Social Services:
The purpose of this job is to administer grant funded contracts, provide technical assistance to sub recipient agencies in implementing programs, and assure compliance with government regulations and contract provisions. Duties and responsibilities include, but are not limited to, performing non-housing Community Development Block Grant (CDBG) social services , and Continuum of Care homeless services related projects and activities for program operations, monitoring and oversight; overseeing daily operations of sub recipients and assuring compliance with issues such as labor, common rule compliance, programmatic and regulatory technical assistance and monitoring; data analysis and performing additional tasks as assigned.
Job Related Requirements
Work Schedule Monday through Friday, 8:00am to 5:00pm. Requires work occasionally on weekends and evenings.
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
When Assigned to Affordable Housing/Economic Development:
Bachelor's degree in Urban Planning, Business Administration, Real Estate, or Public Administration or related field and three years’ experience in housing development, housing finance, credit underwriting, accounting, auditing, or financial management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
Must possess a valid driver's license.
When assigned to Community Development, Continuum of Care Homeless Services and Social Services:
Bachelor's degree in Social Work, Sociology, Business Administration, Public Administration or related field and three years experience in professional-level community development grant management, federal grant management and grant writing or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
Must possess a valid driver's license.

Reviews and approves reimbursement requests and budget revisions from Housing and Urban Development (HUD) funded sub recipient agencies in order to insure that program expenditures are aligned with goals and are in compliance with applicable regulations.
Reviews and understands federal regulations and communicates understanding with applicable agencies to insure sub-recipient agency programs comply with federal regulations; assists agencies in applying for grants.
Assists in the development of strategies and policies to create affordable housing opportunities in Athens-Clarke County.
Maintains records of accomplishments of agencies for consolidation into the Consolidated Annual Performance and Evaluation Report (CAPER) and quarterly reports.
Serves as departmental contact and provides technical assistance to sub recipient agencies, CHDOs, CBDOs, and their contracted agencies in implementing their programs and abiding by government regulations.
Consults and coordinates sub recipient agency projects with other departments; prepares and presents reports on the activities of sub recipient agencies to local, state, and federal agencies; prepares reports for inter-office use.
Evaluates the appropriateness and content of proposals for assistance received from community agencies.
Assists in the drafting of requests for proposals (RFPs), evaluation of proposals and management of the RFP process.
Assists in developing inter-departmental policies and working relationships; assists with the development of operating policies, procedures, goals and objectives for the department.
Evaluates the effectiveness of programs and individual projects; prepares periodic status reports.
Assists with preparation of agenda items; public hearings and meetings.
Analyzes a variety of socio-economic data to assess the needs of the community.
Monitors the activities of sub recipient agencies for contract compliance and budget.
Assists in preparation of grant applications on behalf of the unified government.
Assists in developing programmatic funding strategies;
Provides technical assistance to other departments and non-CDBG agencies when requested; interprets federal regulations for Housing and Community Development and sub recipient agencies.
Assists in preparation of funding applications for release to the community and non-profit agencies.
Assists in preparation of sub recipient agency contracts; reviews agency statements of services, grant budgets and performance goals for accuracy and compliance with consolidated plan, reviews contract with attorney, prepares contract for execution.
Inspects sub recipient agencies and other Housing and Community Development
Department related projects for compliance; maintains files on individual projects.
Works closely with sub recipient agencies through project completion.
Inspects sub recipient agencies' projects for quality and compliance; monitors their expenditures; recommends payment for projects and professional services.
When Assigned to Affordable Housing/Economic Development:
Assists with completion of Historic Preservation Section 106 assessments and environmental reviews.
Assists with the administration of the small business revolving loan fund through the provision of technical assistance to applicants in the development of loan packages.
Monitors and provides technical assistance to: Community Development Block Grant (CDBG) and HOME Investment Partnership Act funded housing and economic development sub-recipient agencies; s to ensure compliance with Federal regulations, and achievement of required performance standards: 3) HOME Investment Partnership Act
Assists with the facilitation of Revolving Loan Review and the Loan Review Committee for small business loan recommendations.
Performs other duties as required.
When assigned to Community Development, Continuum of Care Homeless Services and Social Services
Assists with planning and drafting the HUD Continuum of Care grant application; Assists with Continuum of Care data analysis and reporting;
Assists with the annual Point in Time Count of homeless people in ACC;
Monitors and provides technical assistance to Community Development Block Grant (CDBG) public services and Continuum of Care funded sub recipient agencies to ensure compliance with federal regulations and achievement of required performance standards.
Assists with Community Development Block Grant (CDBG) public facilities and improvements projects.
Performs other duties as required.
Knowledge, Skills and Abilities
Knowledge of the policies, procedures, and activities of the Housing and Community Development Department.
Knowledge of the terminology used within the department.
Knowledge of theory and practice of affordable housing and community development, current trends in the development of public-private partnerships, statistical analysis techniques, accounting and budget analysis, local policies and procedures and methods as required in the performance of duties.
Skills in interpreting contract language, performing moderately complex mathematical computations and statistical analysis,
Ability to compile, organize, prepare and maintain an assortment of records, reports and information in an effective manner and according to departmental and/or governmental regulations.
Ability to communicate effectively through verbal and written communication with supervisors and other staff members.
Ability to deliver presentations to a wide variety of stakeholders, including: HCD staff, ACCGov departments, community members, nonprofit organizations, and elected officials.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a computer, adding machine, copier, fax machine and typewriter.
