Division and Program Overview:
The Health Promotion Division of RiverStone Health exists to improve the life, health, and safety of Yellowstone County residents at the population level. Services include the prevention of poor health outcomes and health behaviors through assessment, rural school nursing, health education, community partnerships, policy, systems, and environmental strategies. The Community Health Improvement (CHI) program works collaboratively with community stakeholders to develop, implement, and evaluate the Yellowstone County Community Health Improvement Plan in partnership with Healthy By Design Coalition (HBD) members and sponsors.
Job Summary:
The Program Manager 2 manages the daily operations of the community health improvement program and Healthy By Design Coalition. This position provides coaching, mentoring and supervision to assigned staff. The incumbent brings content expertise and knowledge surrounding the program elements, deliverables and metrics. This position works closely with and on behalf of representatives from RiverStone Health, St. Vincent Healthcare, and Billings Clinic to manage the community health needs assessment, community health improvement plan, and Healthy By Design Coalition activities.
Essential Functions/Major Duties and Responsibilities:
A. Program Management 60%
- Establish and oversee administrative procedures to meet objectives set by senior management and/or the HBD leadership team.
- Direct activities of professional and technical staff members and HBD coalition members.
- Provide direct service and support to individuals or providing technical assistance or data on health issues or resolving complaints
- Evaluate the work of staff to ensure that programs are of appropriate quality and that resources are used effectively.
- Establish and maintain relationships with other agencies and organizations in community to meet community needs and to ensure that services are not duplicated.
- Analyze proposed legislation, regulations, or rule changes to determine how agency services could be impacted.
- Prepare and maintain records and reports, such as budgets, personnel records, or training manuals.
- Speak to community groups to explain and interpret agency and Coalition purposes, programs, and policies.
B. Discipline or program-specific duties 35%
- Manages daily operations and communicates/collaborates with the Alliance partners and the Healthy By Design Coalition (HBD).
- Utilizes principles of social marketing and health education for target audiences.
- Develops and submit grants as necessary.
- Manages the administration of the Yellowstone County Community Health Needs Assessment (CHNA).
- Leads the planning and implementation of the Yellowstone County Community Health Improvement Plan (CHIP).
- Facilitates the adoption of the Yellowstone County CHIP by the healthcare Alliance of Billings Clinic, RiverStone Health, and St. Vincent Healthcare.
- Manages recruitment, retention, and activation of more than 30 HBD Coalition members.
- Prepares and delivers educational presentations and materials related to the Healthy By Design Coalition, CHNA, CHIP, and associated initiatives.
- Coordinates and actively participates in local and state meetings related to CHNA, CHIP, community benefit, and Coalition development as appropriate.
- Manages all communications and branding related to HBD, CHNA, and CHIP unless otherwise delegated.
- Supports staff training in development, with a focus on group facilitation, program planning and evaluation, and coalition building.
Non-Essential Functions/Other duties as assigned 5%
- Perform other duties as assigned in support of the RiverStone’s mission and goals.
Education and Experience:
Minimum Qualifications
- Bachelor’s Degree in public health, communications, education, business, political science or related field preferred
- Equivalent of five (5) years’ experience in a directly related field such as health promotion, non-profit services, health services, or a directly related field or in experience in a position of similar or transferrable skills and duties
- Any combination of experience and training which provide the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
Preferred Qualifications:
- Supervisory experience
- Experience working with underserved population
- Graduate degree in related field such as public health, public administration, or health administration
Certificates, Licenses, Registrations:
- Valid State of Montana Driver’s License in good standing
- Required to obtain emergency preparedness on the job training at a minimum of ICS 100, 200, 300, 400, and 700.

- Responsible for the daily operations and resources of the Community Health Improvement program, staff, and Healthy By Design Coalition; supervised by Director and accountable to priorities set by the Healthy By Design Leadership Team of Billings Clinic, St. Vincent Healthcare, and RiverStone Health; uses independent judgment.
