POSITION SUMMARY:

The CRA (Community Reinvestment Act)/Compliance Specialist is responsible for overseeing and managing the implementation of Community Reinvestment Act programs and initiatives within the banks. Works closely with the VP, Compliance Officer and other stakeholders to ensure compliance with the law and promote community development.

CORE RESPONSIBILITIES:

  • Responsible for managing the Community Reinvestment Act programs and initiatives. Develop strategies and action plans to meet the community development goals, monitor progress, and ensure compliance with regulatory requirements.
  • Assists in the development and implementation of policies and procedures related to the Community Reinvestment Act activities. Work closely with senior management and/or legal advisors to ensure that policies align with regulatory requirements and industry best practices.
  • Collects and analyzes data related to the banks’ lending activities, community development projects, and performance in meeting the credit needs of underserved communities. Use this data to identify trends, evaluate the effectiveness of programs, and prepare reports for internal and regulatory purposes.
  • Establishes and maintains relationships with community organizations, nonprofits, government agencies, and other stakeholders to promote community development and identify partnership opportunities. They collaborate with these entities to design and implement programs that address the needs of underserved communities.
  • Works closely with internal departments, such as lending, marketing, compliance, and legal, to ensure that Community Reinvestment Act goals are integrated into the banks’ overall strategies and operations. Provide guidance and support to bank employees regarding CRA requirements and facilitate training programs as needed.
  • Stays updated on changes in CRA regulations and guidelines and ensures that the bank remains compliant. Remains aware of industry trends, best practices, and emerging issues in community development and fair lending is important for staying compliant and driving meaningful impact.
  • May participate in regulatory examinations and audits, prepare documentation, and respond to inquiries from regulatory agencies.
  • Prepares and submits reports on the Community Reinvestment Act activities to regulatory agencies, senior management, and other stakeholders. Ensure the accuracy and completeness of data and reports, and communicate performance metrics and progress towards community development goals.
  • May participate in community outreach initiatives to promote the banks’ commitment to community development and financial inclusion. They represent the banks at community events, build relationships with community leaders, and engage in activities that support the bank's CRA objectives.
  • Assist the Compliance Specialist with compliance reviews and providing compliance support to all the bank departments.
  • Other duties as assigned.

SUPERVISORY RESPONSIBILITY:

  • This position has no supervisory responsibilities.

QUALIFICATIONS:

Education:

  • Bachelor's degree in a relevant field OR equivalent combination of education and experience.

Experience:

  • Requires a strong understanding of the Community Reinvestment Act, its regulations, and its implications for banks, as well as familiarity with regulatory guidelines and compliance requirements.
  • Prior experience in the banking or financial services industry is highly desirable. Experience in areas such as lending, compliance, community development, or community relations is preferred
  • Knowledge of banking products, services, and operations is valuable in understanding the context of CRA programs.
  • Demonstrated knowledge and experience in regulatory compliance, particularly related to community development and fair lending, is important. Understanding of compliance frameworks, policies, and procedures is beneficial for ensuring adherence to CRA regulations.
  • Experience in developing strategies, setting goals, and monitoring progress is valuable for effectively implementing community development projects.

Certifications/Licenses:

  • None.

Skills:

  • Must possess well-developed interpersonal and communication skills for building relationships with community organizations, stakeholders, and internal departments. Requires the ability to collaborate effectively, negotiate partnerships, and communicate CRA initiatives is important for successful program implementation.
  • Proficiency in data analysis and reporting required, as well as strong quantitative and analytical skills in order to collect, analyze, and interpret data related to lending activities, community development initiatives, and performance metrics.
  • Strong organizational and project management skills are necessary to oversee and manage CRA programs and initiatives.
  • Familiarity with community development principles, practices, and initiatives is beneficial. Understanding the needs and dynamics of underserved communities and strategies for promoting community development is valuable in designing and implementing effective CRA programs.
  • Strong attention to detail, accuracy, and a compliance-oriented mindset are crucial in ensuring that CRA programs and reporting meet regulatory requirements. Meticulous record-keeping and documentation skills are important for regulatory audits and examinations.
  • Intermediate skills in Microsoft Word, Excel and Outlook are required for this position.
  • Keyboarding skills are required for this position.
