Seven years of experience in the review, investigation, and/or evaluation of compliance with equal employment opportunity laws, rules and regulations; in the planning, development, implementation, and review of programs dealing with equal employment opportunity, human rights, affirmative action, minority business program coordination, and/or labor relations directly relating to affirmative action; or in the development and administration of programs designed to facilitate minority community access to employment or business opportunities in the public and private sector. One year of this experience must have been at a supervisory level. A bachelor’s degree may substitute for four years of the non-supervisory experience. A master’s degree may substitute for one year of the non-supervisory experience.

Duties Description
Under the direction of the Deputy and Assistant Comptrollers, the duties of the incumbent will include the following:
Advising, reviewing, and coordinating internal and external EEO and Affirmative Action Compliance, and overseeing of the OSC Complaint Intake Procedure and database log system:
  • Advisor to M/WBE, Equal Employment Opportunity (EEO), and Affirmative Action programs for OSC.
  • Implement, and develop as needed, compliance procedures to ensure OSC divisions, contractors, non-profit organizations connected to OSC, and staff meet the program requirements of M/WBE, Affirmative Action, and Equal Employment Opportunity.
  • Provide support and training to OSC staff to ensure the Comptroller’s diversity initiatives, Affirmative Action, and related Executive Orders, as well as EEO and other related federal and state laws and regulations, are understood and complied with.
  • Oversee the OSC Complaint Intake Procedure. Regularly review the process. Recommend updates as needed.
Training, coordination with DDM on diversity initiatives, advising and assisting in Reasonable Accommodation requests and implementation, and other duties as requested by the Assistant Comptroller and/or Deputy Comptroller:
  • Design and execute programs to correct identified problems with compliance.
  • Develop and assist with OSC and Division initiatives for diversity.
  • Review annually, and update as needed, OSC Diversity and Inclusion Plan.
  • Review OSC staff and Division reports and initiatives to ensure compliance with DDM.
  • Assist, design and implement outreach and recruitment to increase diversity in the applicant and promotional pool in OSC.
  • Meet with internal and external groups to discuss DDM compliance.
Travel to other OSC sites when required.
The Compliance Officer 2 must:
  • Provide expert support and guidance to OSC staff using effective advising and coaching skills.
  • Excel in effective and positive communications- work well with others for the benefit of DDM and OSC.
  • Demonstrate good working relationships with staff and groups in OSC and externally.
  • Keep abreast of relevant law and technology and appropriately inform others.
  • Provide expert support and guidance to OSC staff using effective advising and coaching skills.
  • Be eager to participate in knowledge building activities and is able to quickly learn and teach other employees.
  • Be a strong supporter and organizer of cultural and ethnic events in OSC.
  • Have excellent oral and written communication skills.

  • Good knowledge of State and Federal laws, rules, and regulations governing Equal Employment Opportunity and related areas of law. Ability to keep abreast of changes in law.
  • Good knowledge of policies and procedures used for conducting compliance reviews and determining compliance or non-compliance=
  • Working knowledge of the principles of supervision. Ability to train and supervise subordinate staff.
