The Water Resources Division is responsible for managing Montana’s water for the present and future needs of its people. We compile accurate, up-to-date stream flow data from more than 90 monitoring gages, providing critical data for managing reservoirs, irrigation schedules, water rights permitting and adjudication, implementation of Montana's water compacts, floodplain management and other services for farmers, ranchers, citizens and communities. We also manage the operation and maintenance of 24 state-owned dams and 250 miles of irrigation canals.

Work Unit Overview: There are eight water resources regional offices statewide providing water management services to specific geographic regions. The regional offices are extended work units of the Water Resources Division, and their primary purpose is to provide the public with access and assistance regarding the division’s varied water programs. These programs include new water rights appropriations, water rights adjudication, water right records, dam safety, water well contractors, floodplain management, state water projects, water planning, hydrology, engineering and a variety of other activities and special projects. Regional offices are located in Helena, Bozeman, Billings, Glasgow, Lewistown, Havre, Kalispell and Missoula.

Job Overview: This position is responsible for processing and researching water rights documents and information, assisting the public with water rights questions, providing the regional office with data processing support, and providing the office with administrative and secretarial support.

Essential Functions (Major Duties or Responsibilities): These job functions are the essential duties of the position and are not all-inclusive of all the duties that may be assigned to the incumbent.

This position will be responsible for water right processing and research, water right ownership updates including identifying owners of record and tracing chain of ownership to the current owner, small ground water developments, stock ponds, etc.

This position will require some knowledge of well design, construction, and operation, legal land descriptions, and determining and delineating map locations using state plane coordinate system. This position also requires the ability to comprehend and communicate basic water law and water right procedures, including such water right identifiers as legal land description, priority date, period of use, flow, volume, place of use, owner, and their interrelationships.

Administrative:

  • Prepares claim payment authorizations.
  • Return mail research through contact with water users, Department of Revenue records, and other resources to determine correct address and current ownership of water rights.
  • Administers water well driller examinations.
  • Answers telephone, takes and delivers messages, receives, provides assistance, or directs visitors to proper staff or agency.
  • Receives and records receipt of various fees, provides a computerized statement to department accounting staff, and makes deposits in local bank.
  • Determines office supply needs and orders materials necessary to maintain an adequate inventory. Ensures purchases made in the regional office comply with state and department policy.
  • Maintains manual office filing systems using alphabetic and numeric filing procedures and general office skills.
  • Receives and distributes mail, prepares outgoing mail and files to be delivered to Helena WRD Central Office and delivers metered outgoing mail to U.S. Post Office.

Other Duties as Assigned: This position performs a variety of other duties in support of ongoing Division and Department operations. This includes managing special projects, representing the Division or Department at various meetings and conferences, and participating in ongoing training and educational programs.

Qualifications - External

Minimum Qualifications (Education and Experience):

High School Diploma or Equivalent, plus two years of education in a vocational or post-secondary curriculum, which includes personal computer training, or equivalent job experience.

Required knowledge, skills:

Knowledge:

  • Working knowledge of Montana water rights and water law; personal computer hardware; standard office practices and procedures; some familiarity with agriculture, irrigation, stock, domestic, and other water use.
  • Working knowledge of Windows operating system; MS Word, spreadsheet and database software (preferably Excel and Access); communication software (preferably Outlook).
  • Some knowledge of water well design, construction, and operation; legal land description; and determining and delineating map locations using state plan coordinate system.

Skills:

  • Communicating verbally and in writing.
  • Operating such office equipment as photocopy machines, multi-line phone systems, teleconferencing equipment, microfiche reader-printers, fax machines, and hand calculators.
  • Operating and maintaining personal computer system; Arc View GIS desktop applications; map projections; and relational database proficiency.

Special Information: Candidates must be eligible to work in the United States. A valid driver's license is required with less than 12 conviction points in the most recent completed 36 months.

Eligibility to Work: In accordance with the Immigration Reform and Control Act, the person selected must produce within three days of hire documents that show authorization to work in the United States. Examples of such documentation include a birth certificate or Social Security card along with a driver’s license or other picture I.D., or a U.S. passport, or a "green card".
