Title: Subcontracting Manager

Summary of Position

The Subcontractor Manager position requires extensive knowledge of disaster response/recovery operations, commonsense negotiating and diplomacy, federal procurement regulations, Incident Command, FEMA reimbursement, the ability to take initiative and to interface with Ceres personnel and subcontractors at all levels. Top-notch interpersonal skills, self-motivation, organizational skills, attention to detail are required. This is a fast-paced, reactive environment with evening and weekend work required on an as-needed basis. Your day-to-day schedule must be flexible.

Duties and Responsibilities

  • Develop and maintain strategic relationships with subcontractors.
  • Interface with various Ceres managers as Ceres managers maintain their own subcontractors.
  • Establish, assign, and maintain stand-by status of subcontractors per pre-event contract.
  • Periodical visits and recruiting missions for top-level subcontractors.
  • Maintain verbal communications with subcontractors.
  • Secure, negotiate, and maintain pricing schedules from subcontractors by job type, equipment type, etc.
  • Manage Ceres subcontracting personnel and their tasks.
  • Execute post-event evaluations of subcontractor performance.
  • Develop and execute training programs for subcontractors.
  • Maintain verbal communications with subcontractors regarding accounting, invoicing, and payments.
  • Ensure timely delivery of subcontractors to disaster recovery events with proper quantities of both human and equipment resources.
  • Establish with key subs, use of local address/facility as a Ceres field office/address.
  • Prepare subcontractor/vendor documentation for internal and external customers (proposal department, accounting, etc.)
  • Perform clerical work as needed, and/or supervise clerk(s).
  • All other duties/responsibilities as assigned by supervisor, Director of Administration.

Minimum Education and Experience:

  • Bachelor s Degree in Construction Management, Business Administration, or similar field of expertise, advanced degree a plus.
  • 2+ years experience working in a construction environment with subcontractors.
  • Management and Accounting experience a plus.
  • Experience working with a databases.
  • Must be dependable, energetic, and ambitious.
  • Knowledge of MS Word, Excel, Access, and Internet.
  • Must have great interpersonal and negotiation skills.
  • Ability to travel 30% of time.

Desired Qualifications:

  • Experience in the disaster response, defense or construction industry
  • Experience in business operations

Knowledge, Skills and Abilities:

  • Expert-level skills in Microsoft Office, including Word, Excel, PowerPoint and Access Databases.
  • Extremely strong organizational, follow through, and time management skills coupled with a process-driven approach and attention to detail to manage large projects with multiple moving parts
  • Superior communication skills, oral and written, to get inputs from team members in order to meet deadlines
  • Solid planning and critical thinking skills
  • Ability to work collaboratively and effectively as a team member, as well as independently, while adhering to strict deadlines

Physical Demands:

While performing the duties of this Job, the employee is regularly required to sit; use hands to finger, handle, or feel and reach with hands and arms. The employee is occasionally required to walk and talk or hear. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Work Environment:

Moderate noise typical of an office setting such as computers, printers, phone, and light customer traffic.
