Job Description:

System Administration invites applicants for the role of Contract Manager. The Contract Manager oversees the purchasing function for System Administration and University-wide programs to ensure that purchasing is conducted in accordance with appropriate laws, rules and regulations, and policies and procedures. The Contract Manager will:

  • Work on a daily basis with the SUNY web procurement system (FMS) in relation to procurement, identifying issues and recommending solutions and will use appropriate computer software programs including to assist in this analysis
  • Provide clear and accurate verbal and/or written reports, including tabular presentations, to supervisors and managers regarding financial matters
  • Accomplish the goals of the university by purchasing according to established guidelines, using preferred and minority sources and existing State contracts whenever possible
  • Oversee the processing of purchase orders for all commodities for System Administration and university-wide programs
  • Review department purchase requisitions for completeness of required information, legality, available funding, and proper object coding
  • Review specifications and requirements with departments, preparing within SUNY flexibility guidelines, sealed bids, quotations (including sole source), arranging in-house evaluations of bid samples, and recommending contract awards
  • Interact with Comptroller's Office (OSC), Office of General Services (OGS), System Administration Finance and Business Office and the SUNY Purchasing Association on university-wide programs involving purchasing.
  • Interact with vendors, accounts payable, receiving and user departments when necessary to resolve problems.
  • Oversee the procurement card program for System Administration and university-wide programs. Serve as the Program Administrator in the p-card external system. Train department personnel on the use of the p-card.
  • Serve as e-procurement lead in use of Jaggaer, as well as Maintain the e-procurement training manual and oversee training of end users in departments at System Administration
  • Serve as the Property Control Manager (Inventory) for System Administration and university-wide programs, including performing annual physical inventory inspections
  • Update and maintain the list of Master Teacher Program stipend recipients, which includes setup as a NYS vendor for new Master Teachers
  • Setup all new vendors doing business with System Administration in SFS


Requirements:

Minimum Qualifications:

  • Bachelor's degree in a related field
  • Demonstrated ability to read and interpret available State contracts
  • Ability to prioritize and to multitask
  • Strong analytic skills and attention to detail
  • Proficiency in Microsoft Office products including Word, Outlook and Excel
  • Ability to work collaboratively as well as independently

Preferred Qualifications:

  • Prior procurement area experience
  • Previous SUNY or other higher education experience
