The Virginia Department of Agriculture and Consumer Services is seeking a Coordinator for the Office of Pesticide Services (OPS) in the Division of Consumer Protection. This position coordinates the registration of pesticides and the licensing of businesses involved in the commercial application and sales of pesticides to ensure compliance with all applicable federal and Commonwealth laws and regulations. This position also coordinates implementation of the federal Worker Protection Standard (WPS). Program activities include monitoring marketplace inspection data to confirm registration status of products; issuing Notices of Stop Sale on unregistered products and release letters once products are registered; conducting reviews of pesticide product labels to ensure compliance with Virginia registration requirements; and processing all special registration requests. Additional duties include providing technical assistance and guidance to the department on pesticide related issues; conducting outreach and educational programs designed to achieve voluntary compliance; evaluating and recommending actions concerning current consumer protection laws and regulations; and routinely communicating with Virginia’s industries, federal/state officials and law enforcement organizations, special interest groups, and the public regarding program services and regulatory requirements. Once onboarded, this position may be eligible for telework opportunities; availability, hours and duration of telework shall be approved as outlined in the Commonwealth telework policy.

Minimum Qualifications
Pesticide knowledge in various disciplines to include toxicology, ecology, regulatory and risk/benefits as well as effective project management techniques. Exceptional customer service and interpersonal skills with the ability to work with other agencies in support of inter-agency activities. Must have the capacity to establish and provide leadership while maintaining a positive working relationship with citizens, industry groups, business representatives, government officials/appointees and a diverse workforce. Demonstrated ability to interpret and explain state and federal laws and regulations; independently draft and develop correspondence and reports; analyze workload and set priorities; and effectively communicate both orally and in writing to include conducting audiovisual presentations to diverse audiences. Must also demonstrate team orientation while also working independently. Proficiency using standard applications such as the full MS Office Suite with additional competencies using complex database applications. Experience coordinating a regulatory program to include quality control and hazard communications; enforcing and interpreting laws and regulations; and conducting analyses of issues. Must have (or be eligible for) and maintain a valid Virginia driver’s license and have a driving record that reflects a sense of responsibility for highway safety. HS Diploma/GED required.

Preferred Qualifications
Degree in agricultural, biological/chemical, environmental sciences or a related field. Knowledge of pesticide laws and standards in addition to regulations pertaining to the registration of pesticide products, licensing of pesticide businesses, and pesticide fees is preferred along with knowledge of Virginia’s legislative process. An equivalent combination of training and experience indicating possession of the preceding knowledge, abilities or technical expertise may substitute for this education and experience.

Special Requirements
Final candidate must successfully complete a fingerprint-based criminal background check and complete and submit a Form I-9 (Employment Eligibility Verification) which will be entered into the Federal E-Verify system to confirm identity and work authorization. If the selected individual is a military veteran, they must also submit a copy of their DD214 form.
