Examination:
The examination will consist of an evaluation of education and experience, accomplished by analysis of the application. Application must document that the applicant possesses the minimum knowledge, skills, education, and experience as listed to be rated as qualified. If selected, an official, accredited college transcript is required, at time of employment, for all degrees/coursework used to qualify for this position.

Purpose of Classification
Serves as chief legal and administrative officer for Probate Court managing court programs, staff, operations, facilities, and security for Fulton County Probate Court.

Essential Functions:

This job description indicates, in general, the nature and level of work, knowledge, skills, abilities, and other essential functions (as covered under the Americans with Disabilities Act) expected of the incumbent. It is not designed to cover or contain a comprehensive listing of all activities, duties, or responsibilities. Incumbent may be asked to perform other duties as required.
Leads an organization of 35 employees and oversees the day-to-day operations of the Probate court at three locations. Supports the Probate Court Judge. Drafts legislation as required. Oversees compliance with regulations, policies and procedures. Identifies organizational problems and implements procedural and administrative changes as needed.

Participates in discussions with other courts to identify and align with best practices. Functions as liaison to Board of Commissioners, Judge, court staff, other County departments, third-party service contractors, and and the public to coordinate court-related activities, review status of work, exchange information, resolve problems, and participate in public relations activities.

Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to Probate Court administration and operations. Works to continuously improve policies and procedures including making changes required by appellate court decisions and legislative changes.

Directs the flow of cases through the Probate Court system. Evaluates pending caseloads. Develops and implements automated and procedural systems that support effective calendar management.

Prepares and administers court budgets. Administers accounting, purchasing, payroll and financial controls. Guides budget through the review process, approves or denies specific expenditures, and monitors expenditures for compliance with approved budget.

May perform various judicial functions as designated by the Probate Court Judge in accordance with state law, including holding hearings, taking evidence, ruling on points of law, entering final judgments, and exercising judicial discretion on certain matters before the court.

Supervises assigned staff, including training, establishing workloads, prioritizing work assignments, evaluating performance, interpreting and enforcing policies and procedures, resolving issues, making hiring or termination recommendations, and administering disciplinary action as required. Serves as escalation point for customer complaints.
