The Tenth Judicial District, which includes eight counties in the Northern Suburbs of the Twin Cities Metro Area, is seeking qualified applicants for a full-time Court Operations Leadworker II to join the Washington County Court Administration team in Stillwater, MN. This position is open internally to current MJB - Washington County employees only.
The Court Operation Leadworker II performs the full range of lead and advanced court operations work under limited supervision of an assigned supervisor. Incumbents regularly and independently handle complex and difficult matters and assignments and provide technical expertise to lower level court operations staff. This position will require considerable knowledge of court operations principles, practices, policies and procedures to complete assignments. Work also includes performing the full range of court operations work including case processing and advanced problem solving responsibilities.
This AFSCME-represented position is classified as a Court Operation Leadworker II and located in the Washington County Courthouse at 14949 62nd St. N. Stillwater, MN 55082, with the possibility of a remote or hybrid work environment. Core business hours are Monday-Friday, 8:00am-4:30pm. Initial days off: Saturday, Sunday, and Court Designated Holidays.

Provides work direction to a group of lower level staff within an assigned division, section, or unit of the court, including reviewing court clerical and/or financial work for accuracy and compliance, answering case-related and procedural questions, scheduling assignments, coordinating workflow and monitoring workload and coverage within the unit, drafting procedural guidance and training manuals, overseeing and providing training to staff, providing feedback and training on use of computer systems, case processing, and court procedures, informing management of work progress, personnel issues, and backlogs, and assisting staff in meeting performance standards.- Performs the full range of court operations work within assigned unit, which may include case processing and courtroom duties in all lines of business, and hearing office, using electronic case processing system and related applications and equipment. Utilizes applicable technology (i.e., operating and information systems and/or programs) and office equipment to perform and complete work assignments.
- Transmits information between the Court Operations Supervisor and unit staff and applies independent decision-making while overseeing the unit in the supervisors absence.
- Applies independent decision-making in monitoring court operations processes to ensure compliance with applicable policies, procedures, rules, and guidelines; reviews and checks the work of staff to ensure quality control; consults with supervisor on quality issues.
- Leads, coordinates and/or participates in division/team meetings and trainings; maintains knowledge of court policies, processes, and procedures by demonstrating independent decision-making.
- Serves as a subject matter expert for local projects, workgroups, or committees, which may include cross divisional meetings or meeting with justice partners; may chair local committees or groups including creating agendas and taking meeting minutes.
- Provides recommendations on workflow and process improvements; makes suggestions for improved methods using technology; leads unit through change in conjunction with supervisor; distributes and explains information related to process, procedure, and rule changes to staff.
- Serves as a liaison to justice partners; builds and maintains professional working relationships with justice partners; independently addresses issues and concerns and resolves discrepancies.
- Serves as a subject matter expert and resource for court operations staff and others in the justice system, using advanced knowledge, expertise, and independent judgement to answer questions, address highly complex, unique, and/or urgent case processing situations, and independently resolve problems with limited, conflicting, or no guidance; analyzes variable situations and circumstances and identifies root cause of issues or problems; considers the impact of issues and trends and consults with supervisor.

Minimum Education and Experience: Any combination of training and work experience which indicates possession of the knowledge, abilities, and skills listed below.
Possession of a high school diploma or equivalent.- At least three (3) years of experience as a Court Operations Associate or equivalent experience, with at least one (1) year of experience working with Criminal case processing.
- Considerable knowledge of statues, court rules, CAPs, policies, and procedures.
- Considerable knowledge of appropriate procedures for processing a variety of legal documents and for proper record imaging, maintenance, and retention.
- Considerable knowledge of court procedures and policies, laws, legal terminology and legal factors pertaining to the court.
- Knowledge of the organization, operation, function, and jurisdiction of the court.
- Knowledge of electronic case management system and related applications.
- Knowledge of basic arithmetic.
- Knowledge of modern office practices and procedures.
- Knowledge of customer service practices.
- Considerable skill in problem solving including consulting various resources, analyzing varying situations and circumstances, and determining the best solution with limited, conflicting, or no guidance.
- Skill in the operation of a personal computer, including electronic case management system and related applications and equipment.
- Ability to coordinate and provide training and guidance for the daily work of other employees engaged in a variety of court operations activities.
- Ability to read and interpret legal documents of varying types and complexity and apply knowledge of specific laws, statutes, and rules related to the area of assignment.
- Ability to maintain an accurate record filing system.
- Ability to understand and follow oral and written instructions.
- Ability to handle sensitive and confidential matters and files appropriately and in compliance with all applicable court rules, policies, and statutes.
- Ability to communicate effectively, both orally and in writing.
- Ability interpret, and apply rules, statutes, laws, policies, and procedures in area of assignment.
- Ability to prioritize work in a fast-paced environment while maintain composure and professionalism.
- Ability to establish and maintain effective working relationships with others within and outside of the Judicial Branch.
Minimum Education and Experience: Any combination of training and work experience which indicates possession of the knowledge, abilities, and skills listed below.
- Paralegal or Associate's degree, or Bachelor's degree in Criminal Justice, Political Science, Business Administration, or a related field.
- Previous leadership experience, such as team lead.
- Successful completion of leadership training e.g. Development In Action (DIA).
- Experience training staff
- Considerable courtroom support experience.
- Proficient with office and courtroom technology and troubleshooting techniques.
- Ability to provide training, feedback and coaching, and adapt to training methods to accommodate diverse learning styles.
- Demonstrated ability to learn new technology and processes without difficulty.
- Demonstrated attention to detail.
- Ability to perform court work both quickly and accurately and focus on priority tasks while keeping track of multiple simultaneous duties.
- Demonstrated ability to be effective in addressing conflict situations with co-workers and customers.
- Demonstrated excellent interpersonal and customer service skills.
- Ability to be flexible in changes with workloads, job assignments, new procedures, different computer systems, court trends, and priorities.
- Demonstrated and sustained history of excellent attendance and punctuality.
- Strong organizational and time management skills.
- Ability to be versatile and resourceful in addressing division needs while keeping in mind certain information that is sensitive in nature and needs to be handled appropriately
Work is performed primarily in an office-setting, a public counter and/or in a courtroom.
