OVERVIEW

This position is responsible to perform professional court services statutory and support work for the Juvenile Department of the Superior Court. Duties may include: guardian ad litem responsibilities; probation counseling; investigating and assessing risk; and developing case plans and monitoring casework services.

You must have knowledge of the operation of the criminal justice and juvenile justice systems and the techniques and methods of client evaluation as well as experience with interviewing, diagnosis, counseling, and assessing risk to re-offend. The ideal candidate will have knowledge of systems and resources in the community relative to children and families; cultural diversity issues; and family dynamics applicable to the juvenile justice system and field of court services work.

QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS

REQUIRED EDUCATION AND EXPERIENCE:

  • Bachelor's degree in Social or Behavioral Science, Social Work, Juvenile Justice, Criminal Justice or closely related field AND
  • Four years of progressively responsible experience in juvenile social work, counseling or court services.
  • Any combination of related experience and education which provides the applicant with the desired skills, knowledge and ability required to perform the work.
PREFERRED EDUCATION, EXPERIENCE, OR QUALIFICATIONS:
  • Knowledge and work experience working with youth on probation or under the control of the Court.
  • Knowledge and work with the Administrative Office of the Court (AOC)
  • One year of experience with coordinating and supervising programs for high-risk youth

Driving Requirements
  • The successful incumbent must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment. The successful incumbent must obtain a valid Washington State Driver's License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as:
    • Category 1: Driver operates County-owned vehicle.
Criminal Conviction Standards:
  • The successful incumbent will or may have unsupervised access to children under 18 years of age, a vulnerable adult, or a vulnerable person, or access to a secured/confidential facility or computer system(s). As a result, Kitsap County will be conducting an extensive criminal background check by law enforcement agencies, which may include fingerprinting.

Prior to employment, the successful candidate must:
  • Must pass a multiphase screening to include a criminal history background check through law enforcement agencies, DSHS background check, fingerprinting, a polygraph test, and a psychological examination
  • Must be able to fulfill all traveling requirements of this position and meet the qualifications and guidelines of the Fleet Risk Control Policies in the operation of a motor vehicle on County business, including possessing and maintaining a valid Washington State Driver's License and the appropriate amount of automobile insurance
  • Must be able to satisfy the training requirements established by RCW 43.101.220 and the Criminal Justice Training Commission and by RCW 13.34.102 and the Office of Administrator for the Courts
  • Must meet certification requirements, including Agency Affiliated Counselor and risk assessment certification
  • Must pass annual criminal and DSHS background checks
Within twelve months of appointment, the successful candidate must:
  • Possess Agency Affiliated Counselor certification
  • Complete Washington State Criminal Justice Training Academy

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT

  • The duties in this position are performed in an office setting utilizing standard office equipment, client's homes, or courtroom setting
  • May be required to lift at least 20 pounds.
  • Incumbents may be exposed to hostile individuals while in the courtroom setting
  • Incumbents may be exposed to unsanitary conditions in client's homes.
  • Incumbents may be exposed to animals in client's homes (i.e. dogs or cats).

ILLUSTRATIVE EXAMPLE OF DUTIES

  • Conduct pre-sentence, background, restitution and other independent investigations as requested by the courts or as necessary to prepare for case dispositions.
  • Prepare pre-sentence reports, declination reports and other dispositional reports for the court and appear in superior or juvenile court to present findings, testimony and offer dispositional recommendations to the judge.
  • Prepare, file and distribute motions, declarations, affidavits, warrants and court orders.
  • Interview detained youth to address risk to the community, fight risk, and placement issues for recommendations regarding continued detention and conditions of release.
  • Present testimony in court for the issuance of warrants for youth in noncompliance with court orders and prepare associated documents for the judge.
  • Act as Guardian ad Litem or custody investigator in dependency actions or superior court matters, such as dissolutions, non-parental petitions for custody, paternity, domestic violence and adoptions.
  • Complete background and reference checks for volunteers.
  • Develop and implement appropriate AOC-approved training curriculum and updates to CASA volunteers.
  • Submit detailed facts, conclusions and recommendations regarding all substantive issues to the court as to the child's best interest, striving to establish a permanent plan of care for children under jurisdiction of the court.
  • Supervise a caseload of adjudicated youth offenders to assure compliance and completion of court-ordered requirements including financial and community restitution, detention time and treatment programs.
  • Conduct announced and unannounced home visits with the family and youth and gather evidence when necessary.
  • Complete youth risk assessments on all youth who have been adjudicated of an offense and placed on community supervision to identify further program eligibility and develop case plan and goals.
  • Complete in-house diversions in lieu of filing formal charges and entering formal court proceedings.
  • Coordinate with Interstate Compact to conduct home evaluations and supervision of out-of-state youth, request supervision of youth by other states and complete paperwork for extradition.
  • Prepare case files, set hearings and notify parties of their rights and the court process and participate in probable cause, detention, arraignments, disposition, declination, shelter care, review and permanency hearings and all other dependency court matters.
  • Participate, coordinate and prepare all orders in dependency fact-finding trials and terminations of parental rights.
  • Refer youth to appropriate social services agencies working closely with Juvenile Rehabilitation Administration to provide supervision to youth on probation or parole.
  • Assist youth in maintaining compliance with court-ordered conditions of probation and verify youth participation, compliance and completion.
  • Maintain relationships with schools to discuss academic performance, behavioral and attendance issues and explore solutions with legal guardians and youth.
  • Compile, analyze and maintain complete, detailed and accurate case records and records of contact information obtained relative to each individual case and assessment referral.
