- Ensures that personnel requirements, materials, equipment, and transportation for special education programs are coordinated and available when and where needed.
- Develops, implements, and monitors written school system procedures, practices, and guidelines for special education programs and provides corrective action plans to school-based staff.
- Educates, collaborates, advises, and consults with school district staff, building level administrators, school district attorneys, and teachers regarding special education rules and procedures and IEP implementation for resolution of issues and concerns regarding students with disabilities.
- Receives and responds to inquiries from parents, staff, administrators, and district personnel regarding special education procedures.
- Conducts compliance audits of special education records and provides feedback and technical assistance to school-based staff.
- Collaborates with other district personnel to ensure compliance across divisions, departments, and programs for students with disabilities.
- Provides oversight of Department of Exceptional Education staff and supports the development and implementation of a departmental strategic plan that is in line with the district strategic plan and the CLIP.
- Assists with IEP meetings, dispute resolutions, litigation proceedings, and IDEA issues for students with disabilities including creating written responses to the Georgia Department of Education or other entities.
- Collects data and analyzes data trends related to parent satisfaction surveys and dispute resolution processes then develops corrective action plans and oversees their implementation.
- Develops and coordinates procedures to ensure implementation of effective practices to improve achievement for students with disabilities.
- Collects and analyzes data for federal, state, and local reports to ensure accurate data reporting and provides school-level technical assistance when corrections are needed.
- Maintains current knowledge base for specific assignments which could include but not be limited to federal budget management, human resources procedures, departmental strategic planning, behavior programming, professional development oversight, dispute resolution, and/or specially designed instructional programming.
- Collaborates with internal and external personnel such as the county jail, legal counsel, auditors, public agencies, and community members to implement and/or maintain IEP services.
- Seeks stakeholder engagement through the departmental strategic planning process and Georgia Department of Education parent surveys.
- Researches a variety of information (e.g., current processes, best practice strategies, methods, etc.) to implement and maintain the special education program and services for DeKalb County Schools.
- Develops, monitors, and analyzes results of system-wide professional learning and in-service training on IDEA and students with disabilities.
- Supervises and evaluates central office staff including Coordinator IIs, support staff including secretaries/custodians, and itinerant staff, and may be required to evaluate staff using TKES or other discipline-specific instruments.
- Follows departmental budget procedures to secure training, materials, equipment, or support services for the department or individual students.
- Establishes contracted vendor services for services that could include but are not limited to speechlanguage therapy, occupational/physical therapy, nursing, behavior support, evaluations, and sign language through Requests for Proposals or through Independent Contractor Agreements.
- Serves as District representative for special education at local, state, and federal meetings and conferences.
- Performs other duties as assigned.
- Master's degree in Education, Special Education, Education Administration, or a related field from a Georgia Professional Standards Commission approved accredited college or university required.
- Minimum five (5) years of experience as a special education teacher or related services provider required.
- Valid Georgia Professional Standards Commission approved certificate in educational leadership at level L5, NL-5, PL-6, or above required.
- If a level L-5, NL-5, PL-6, or above certificate is not held, the individual must be eligible for the NPL certificate in educational leadership. Valid Professional Standards Commission approved director of special education endorsement in addition to L-5 certificate acceptable. Valid Professional Standards Commission approved certificate in special education at level T-5 or support service at level S-5 or above required.

The Department of Exceptional Education is seeking a qualified and experienced individual to provide assistance to the Director of Special Education in planning, developing, implementing and monitoring all special education programs and procedures. This Coordinator III will provide support to district principals and leadership staff on the implementation of the Individuals with Disabilities Education Act (IDEA), including rules related to Individualized Education Programs (IEP), dispute resolution, discipline and disproportionality, and confidentiality. This Coordinator III will assist the Director of Special Education with monitoring the general supervision of the dispute resolution process and ensuring that IEP implementation is evident based upon student need. Additional duties will include participation in district-level, cross-divisional and cross-functional teams, overseeing special projects, and maintaining the current Policies, Procedures and Practices (PPP) Manual.
