In conjunction with the Homeless and Housing Services Departments, the HMIS Data Coordinator develops and manages data collection and entry processes, data quality management, data reporting, and data analysis for the agency. The HMIS Data Coordinator also helps the agency plan for future data needs. This person should have a minimum of a Bachelor’s degree with a minimum of 2 years of experience working preferably with the Homeless Management Information System (HMIS) or specialized data entry and reporting through a central database.

Schedule and compensation: This is a part-time, hourly, nonexempt position. Approximately 25 hours/week. Potential for remote work/hybrid schedule.

Responsibilities:

Data Management


  • Serve as Agency Administrator for the Homeless Management Information System (HMIS) entailing: managing user profiles, managing training records for all users, providing training and technical support to users as needed, ensuring data quality standards are met, serving as primary liaison with the City of Asheville’s Lead System Administrator and with the Michigan Coalition Against Homelessness
  • Directly enter data into HMIS as needed by programs; monitor HMIS data entry for all programs
  • Lead data management for Annual Performance Reports, Consolidated Annual Performance Evaluation Reports, Point In Time, and Housing Inventory Count
  • Problem-solve program monthly reporting issues
  • Develop and implement a plan to regularly update housing retention rates by program
  • Respond to data requests from internal and external sources
  • Work with other program department staff to develop and manage systems to capture and track data in order to inform program development and evaluation
  • Serve as a primary liaison for grant reporting as requested
  • Work with program leaders to develop and maintain a dashboard reflecting progress towards outcomes

Quality Assurance and Improvement


  • Research new trends and practices as requested to inform program development; collaborate with program leaders on operationalizing promising practices
  • Work with program department staff to develop and track outcomes and performance measures
  • Audit all client files as needed by grant and department
  • Provide preparatory support before monitoring visits from funders e.g. U.S. Department of Housing and Urban Development (HUD), U.S. Department of Veterans Affairs (VA)

Training and Staff Development


  • Work with program department leads to identify training needs and create an annual training plan
  • Provide extensive training to various levels of users on HMIS data collection platforms and their respective reporting features
  • Maintain training documents in line with current HMIS Standards and HMIS best practices
  • Create and maintain an online catalog of training materials
  • Maintain familiarity of and competency of HUD’s HMIS Data Standards while providing detailed training on all data standards, manuals, and policies
  • Remains conversant with all applicable laws, policies, regulations, and guidelines as it pertains to HUD’s HMIS standards and regulations

Qualifications:

  • Associates Degree required; Bachelor’s Degree preferred
  • An understanding and empathy for those experiencing homelessness
  • At least 2 years experience with the Homeless Management Information System (HMIS) or specialized data entry and reporting through a central database
  • Strong administrative ability and attention to detail
  • Demonstrated understanding and commitment to confidentiality
  • Ability to communicate effectively in oral and written forms with clients, coworkers, supervisors, other service agencies, and the community
  • Ability to work effectively both as a team player and with a high degree of autonomy. Must be able to take initiative, problem-solve, and prioritize daily tasks
  • Ability to anticipate and adhere to deadlines
