The Deputy Auditor/Treasurer advises and assists the elected County Auditor/Treasurer in all matters relating to the responsibilities given to the County Auditor/Treasurer by the State of Minnesota and the Renville County Board of Commissioners. The Deputy completes and manages the responsibilities of the Auditor/Treasurer in his/her absence (according to MN Statute 384.08). Under the direction of the County Auditor/Treasurer, the Deputy Auditor/Treasurer - Elections and Property Tax Specialist is responsible for all fiscal activities, property taxation, financial reporting, elections, tax forfeiture, and conducting the day to day operations in all functions within the Auditor/Treasurer’s Office.


Essential Duties

Other responsibilities and duties may be assigned.
Individuals may be assigned to one or more primary areas of responsibility.

  • Responsible for the collection and distribution of all County funds.
    • Accurately process all receipts and disbursements;
    • Reconcile Treasurer’s Cashbook on a daily basis;
    • Prepare daily bank deposit;
    • Audit financial receipts and deposits from county departments;
    • Prepare required financial reports for County Audit.
  • Property Tax System: Administer the county property tax system including property tax statement preparation, printing and mailing, collection of tax payments including posting receipts to tax system, settlement of tax payments to appropriate jurisdictions, escrow account maintenance and maintain direct debt pulls for property tax payments.
    • Verify, and levy real estate tax levy on a fund by fund basis.
    • Levy special assessment and maintain balances.
    • Coordinate TNT meeting dates with cities, townships and school districts.
    • Calculate and prepare parcel specific notices and coordinate timely mailing of TNT notices.
    • Certify all TIF Districts, monitor all activity, report forms to Secretary of State and settle all tax proceeds to districts.
    • Prepare, proof, and submit to the Minnesota Department of Revenue abstracts of taxes levied and state tax credits paid.
    • Calculate, proof, and prepare manufactured home property tax levy.
    • Collect, record, and settle tax payments for real estate and mobile homes.
    • Collect and apply severed mineral rights payments.
    • Estimate, calculate and distribute money from State of Minnesota for Payment in Lieu of Taxes (PILT).
    • Proof, and settle local government aid, local performance aid, and PERA rate increase aid.
    • Monitor US Fish & Wildlife Trust Payment Program; distribute and track interest.
    • Prepare and submit to the MN Dept. of Education, individual school districts and home county auditors: school tax abatement reports, school tax levy reports and other school district receivable reports.
    • E-File judgment lists for delinquent taxes and confession of judgment documents.
    • Set up payment schedules for delinquent taxpayers confessing judgment.
    • Administer the tax forfeiture process.
    • Prepare and record documents transferring title of property to the State for the non-payment of taxes.
    • Submit and Certify accurate abstract information through state-wide PRISM system.
    • Calculate and collect correct fees and process according to State Regulations.
  • Real Estate Transactions: Responsible for processing of real estate documents.
    • Applies knowledge of real estate documents and legal descriptions,
    • Receives and verifies accuracy of certificate of real estate value and corresponding documents; calculates and verifies appropriate state deed tax and mortgage registration tax.
  • Drainage Systems: Assists with the administration of the County and Judicial Drainage Systems.
  • Elections: Administer and manage the State-wide Voter Registration System (SVRS) and all aspects of elections in Renville County.
    • Instruct voters on the proper way of voting absentee.
    • Processing absentee mail and on-line applications. Verify data in SVRS.
    • Administer on-site absentee voting for residents of Health Care Facilities.
    • Administer in-person direct ballot voting process.
    • Enter offices and candidates into the Election Reporting System for the Primary and General Elections for ballot preparation and election night reporting to OSS.
    • Distributing election results by abstracts.
    • Send certified copy of county’s state canvass report to OSS.
    • Update voting history for each election.
    • Requires high level of accuracy to format ballots and organize printing and distribution to proper precincts.
    • Attend required seminars by the Secretary of State for changes in the election laws pertaining to the State of Minnesota.
    • Train and supervise township and city clerks and school election judges in election process to insure the election process has been correctly followed.
    • Notify other counties and states to remove registrants that have moved to and registered to vote in Renville County.
    • Retain all records of elections as required by state law.
  • Licensing and Permits: Assists public with various license and permit purchases.

Education and/or Experience:
Associate Degree with a minimum of four years of relevant work experience OR an equivalent combination of education and/or experience. Experience in accounting, business, finance, auditing or related field. Bachelor’s Degree preferred.


Selection Process

Position is open until filled.

Applicants meeting the minimum qualifications will be invited to a first-round interview, held via technology, with date to be determined.
