SALARY INFORMATION
Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

This recruitment will establish an open eligible list. This list will be used to fill current and future Administrative Manager III positions with this specialty. In addition, this recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

This includes management of policies and procedures, strategic financial planning, budget and payroll, goods and services procurement, public records requests, parking and building administration and information technology services.

The Administrative Services Deputy Director oversees the Budgetary, Procurement, Revenue Services, Communication, Building and Accounting teams for Orange County Public Works. This position also oversees the Real Estate Enterprise Resource Planning (ERP) platform and works to facilitate the integration, accessibility, visibility, and analysis of data throughout the County.

Duties and responsibilities may include, but are not limited to:
  • Developing the agencies strategic business plan, including financial planning, analysis and projections
  • Assessing department process efficiencies, recommending and executing plans for improvement
  • Managing OCPW's business unit’s transition to the CEO Real Estate Enterprise business solution
  • Coordinating data migration and security with OCIT for the Enterprise and BOX data solutions
  • Performing review of OCPW operational and business processes ensuring compliance with Auditor Controller and Internal Audit P&Ps
  • Managing internal and external audits
  • Updating, streamlining and centralizing division processes and communication methods
  • Developing long term workforce solutions, enhancing public involvement, outreach and messaging, and implementing innovative methods of employee engagement
  • Assisting in the development of cooperative agreements, contracts & contract negotiations with an understanding of County Real Estate development and ownership principles

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES

The Administrative Services Deputy Director will be an experienced, organized, decisive, and innovative leader with the highest degree of integrity, leadership, and professionalism, as well as strong interpersonal skills and excellent judgment. In addition to being solution oriented, the individual should be inclined towards continuous process improvement and remain current on industry trends and innovations.


The ideal candidate will possess at least five (5) years of high-level experience managing an organization's business operations using the enterprise business solution covering budgeting, financial transactions, and operational management within a government agency. The candidate will be a seasoned professional with experience in Finance, Business Plan Development, Revenue and Cashflow Analysis, Project Management, Construction Management, IT Software Development, IT Infrastructure Management, and Business Resource Optimization.


In addition, the ideal candidate will also possess knowledge and experience in the following core competencies:


TECHNICAL KNOWLEDGE | EXPERIENCE
  • Ability to use complex principles, methods, standards, and techniques associated with developing an effective quality control and internal audit program
  • Demonstrates sound management and analytical skills to thoroughly perform a quality assurance/quality control review of department contracts and policies and procedures
  • Experience with Enterprise Resource Planning (ERP) business solutions
  • Experience in data analytics database development preferably within the real property ownership application
  • Experience in Total Cost of Ownership
  • Experience in Asset Management
  • Experience in Real Estate, Construction, and Software Project Management
  • Experience in Business Communication and Marketing
  • Experience associated with real property portfolio management is highly desirable

Physical and Mental Requirements

Possess vision sufficient to read standard text and a computer monitor and to drive a vehicle; speak and hear well enough to communicate clearly and understandably in person to individuals and groups and over the telephone; possess body mobility to stand, sit, walk, stoop and bend routinely to perform daily tasks and to access a standard office environment; possess manual dexterity sufficient to use hands, arms and shoulders repetitively to operate a keyboard, utilize office equipment and to write and drive; use a County approved means of transportation.

Possess the ability to independently reason logically to analyze data, reach conclusions and make recommendations; possess the ability to remain calm and appropriately focused in rapidly changing and difficult situations involving conflict, complex issues, controversy and diverse stakeholder groups and interests; possess the ability to deal calmly and effectively with emotional interactions.

RECRUITMENT PROCESS
Human Resource Services (HRS) screens all application materials for minimum and/or desirable qualifications. After screening, applicants who meet the minimum and/or desirable qualifications will be referred to the next step in the recruitment process. Candidates will be interviewed and rated by a qualification appraisal panel of job knowledge experts. Each candidate's rating will be based on responses to a series of questions designed to elicit the candidate's qualifications for the job. Based on the Department's needs, the selection procedures above may be modified. Candidates will be notified of any changes in the selection procedures.

Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to selection interview to be considered for present and future vacancies.
